After the reform and opening up,with the deepening of industrialization and socialization,the negative effects of rapid economic growth have led to an increasingly prominent air pollution problem in the Beijing-Tianjin-Hebei region.Although in the short-term important events through the strict prevention and control of air pollution and achieved certain results,such as "APEC blue" and "military parade blue".However,it has been proven that relying solely on the local government’s closed temporary treatment,can not fundamentally solve the air pollution problem.Therefore,it is an inevitable trend to improve the vertical and horizontal inter-governmental cooperation,enhance the effectiveness of air pollution control,and promote the integrated development of the region.This study takes Beijing-Tianjin-Hebei inter-governmental cooperation in air pollution management as the research object,and discusses the problems and causes of inter-governmental cooperation in air pollution management in Beijing-Tianjin-Hebei through literature research method,case study method and fieldwork method,and proposes optimization suggestions.Specifically,this study focuses on the following aspects.In the first part,the background and significance of this study,a review of relevant domestic and international studies,research methods,research contents and main innovations are explained.In the second part,the synergistic governance theory and SFIC model are introduced,and the innovative "inter-governmental synergy-SFIC" analysis framework is constructed.In the third part,we introduce the air pollution situation in Beijing,Tianjin and Hebei and the inter-prefectural collaborative action for air pollution control in detail.In the fourth section,the "inter-prefectural synergy-SFIC" analysis framework is applied to analyze the typical case of Beijing-Tianjin-Hebei autumn and winter air pollution prevention and control campaign.In the fifth part,we find out the crux of the inter-prefectural synergy and the underlying mechanism,and discover that Beijing,Tianjin and Hebei have a weak awareness of inter-prefectural synergy,fragmented organizational structure,imperfect institutional design,and lack of support for the synergy process,and analyze the internal causes of the inter-prefectural synergy dilemma in air pollution control,which are mainly affected by the rigid administrative division of administrative districts,inadequate compensation mechanism for benefits,deficiencies in performance assessment and accountability,and the lack of support for the air pollution control process.The main reasons for the dilemma of inter-prefectural cooperation in air pollution control are the rigid division of administrative districts,the inadequate compensation mechanism,the shortcomings of performance assessment and accountability,and the short-sightedness of governance goals.In the sixth part,we put forward the countermeasure ideas of inter-prefectural cooperation in air pollution control from five aspects: strengthening the awareness of inter-prefectural cooperation,improving the organization and management mechanism of cooperation,optimizing the way of cooperation of multiple subjects,strengthening the protection of cooperation system and improving the level of cooperation technology,so as to provide useful reference for more regions in China to achieve cooperation development.
