With the deepening of ecological civilization construction and the green and low-carbon transformation and upgrading of cities,the construction of "Zero-waste City" has become an advanced urban management mode advocated by the state and society.It is of urgent practical demand and research significance to explore the coupling coordination and optimization of "Zero-waste City" construction,rural revitalization and urban waste reduction and the carbon reduction in agricultural counties.This study combed the internal strengths,weaknesses,external opportunities and challenges of the pilot construction of “Zero-waste City” in Guangze County.Based on the AHP-SWOT model,it clarifies the development strategy direction of the positive development of the strength type.Combined with the construction requirements of“Zero-waste City” and the goal of urban competitiveness improvement.A questionnaire survey on the sense of gain of the masses was used to evaluate and analyze the level of urban soft power from the dimensions of urban cohesion,mass centripetal force,environmental comfort,social "zero-waste" atmosphere,and explore the path to improve urban soft power.The NSGA-Ⅲ multi-objective optimization algorithm was used to evaluate and optimize the hard strength of urban development such as the solid waste management level of Guangze County and the overall coordination ability of the comprehensive benefits of "Zero-waste City",and explore the improvement path.The main contents and results of the study are as follows:(1)Based on the SWOT analysis of "Zero-waste City" in Guangze County,the weight order of the conditions exhibit as follows: strengths > opportunities >weaknesses > threats.Among them,the most favorable conditions for the construction of the county are rich natural resources and superior ecological environment.The biggest disadvantages are insufficient solid waste disposal capacity and bottleneck in technology utilization.The strongest external development opportunity conditions are national policy support and solid foundation for work.While the prominent threat is in financial security capacity.The strategic center of gravity P(0.1951,0.0251)of the "Zero-waste City" strategic development quadrilateral constructed by AHP-SWOT model is located in the Advantage-Opportunity development strategy area.Strategic vector angle(0.95,7.34°)in the powerful development area,the overall strategic intensity coefficient is as high as0.95.It shows that Guangze County should take active and vigorous development strategy.(2)The statistical analysis of the questionnaire shows that during the pilot construction period,the people’s sense of gain in Guangze County has achieved certain effectiveness which mainly shown as follows: the masses’ active attention to the relevant propaganda and education activities and construction progress reflects the cohesion and centripetal force of the city;The "zero-waste" social atmosphere is reflected in the good awareness and attitude of the masses towards the "zero-waste" lifestyle,but the actual action effect will lag behind due to the lack of mass knowledge and environmental infrastructure.The overall construction effect of "Zero-waste City" is recognized as high as 82.6%,and the satisfaction of industrial,agricultural,rural,living and cultural modules exceeds 70%.The expectation of the masses is concentrated in the three aspects of green express packaging,recycling of idle goods and publicity and education guidance,which are closely related to life.These are also important points for improving urban soft power in the future.(3)The optimization results of "Zero-waste City" in Guangze County based on NSGA-Ⅲ algorithm show that the actual construction effect is relatively good in Guangze County during the construction period,but the total amount of urban solid waste needs to be further controlled,among which the general industrial solid waste,pesticide packaging waste and construction waste have a significant demand for reduction.In terms of hard power of urban development,solid waste reduction has positive promoting effect on economic development.While the existing solid waste management system cannot further support the carbon reduction.
