And the international community can keep on the best operation method for sustainable development.In 1996, the national environmental protection bureau opened the ecosystem demonstration area in the whole country and put forward the foundations of the ecosystem province, ecosystem City and Ecosystem County in 1999. This made the ecosystem area construction expand to larger scope and the district.Ecosystem County is an appropriate development mode that matches our country situation. The county owns scopes of several hundred- square kilometers region with explicit administration boundary independent national grass-roots right organization, administration department and judicial organization. Since the ecosystem village is narrow in area and radiation strength is not enough, it can only realize well circulation of partial material energy, for the big ecosystem environment it has little effect. The situation is not appropriate when the ecosystem region is too large, because it can't be operated universally.The Ecosystem County is a region with benign recycle. It emphasizes the coordination development of the economy and environment. And it emphasizes combination the traditional technique with modern science and local resources with social advantage. It is a compound ecosystem system with civilization, health, and diapason. It is the humanities environment system with a high ecosystem civilization that makes it a ultimate way for the sustainable development.As water-resource and ecosystem self-restraint development area of Beijing city, Miyun County puts forward goals to struggle for the foundation of national ecosystem county at the of 3rd session of 10th and the 2rnd session of thirteenth county committee meeting. The construction of Ecosystem County in Miyun County is important to stir up the harmony of environment economy and society and realize the destination of people's richness.This paper is divided into 6 chapters follows as below:Chapter1 gives the overall introduction of this paper, mainly analyses the research background, and purposes of topic, research methods and the main studying contents.The theories are illuminated in chapter2. Based on the results of other people, we investigated in detail the concept, connotation, fundamental theories, constructing principle of the ecosystem county. And finally we review the study of our national ecosystem counties.Chapter3 analyses the factors for Miyun Ecosystem County construction. Connecting with the real situations of Miyun, the advantageous factors are analyzed. And the disadvantageous factors and possibilities of realization for the ecosystem county are also given.
