| The traditional economic development mode is usually an extensive development mode supported by high input and consumption of a large number of energy resources,which will not only cause disturbance and damage to the ecological environment,but also may bring serious impact on the sustainable development of human society.Among them,the development of resource-based industry brings particularly obvious environmental problems.The production activities of resource-based industry will not only produce physical hazards such as soot,but also produce chemical substances such as carbon dioxide and sulfur dioxide,which will affect the natural ecological environment.At present,the problem of global warming caused by carbon dioxide emissions has attracted wide attention from all walks of life.The government and scholars are studying and seeking the road of industrial energy conservation and emission reduction,green development and low-carbon.Inner Mongolia is a typical resource-based economic region,and the exploitation and utilization of coal plays an important role in the economic development of Inner Mongolia,which has gradually formed an industrial structure dominated by the development of resource-based industries,but at the same time there are problems such as excess capacity and low benefit.From the perspective of provincial economic development,resource-based industry is the pillar and leading industry of Inner Mongolia,which determines the development direction and trend of regional economy to a large extent.Whether the resource-based industry can carry out green,low-carbon,sustainable and healthy development will have an important impact on the development of the whole national economy of Inner Mongolia.From the perspective of national green development strategy,on the premise of ensuring high-quality economic development,combined with Inner Mongolia’s energy industry pattern and resource endowment,promoting the transformation of resource-based industries to green and low-carbon industries is a key step to scientifically and orderly promote the national carbon peak carbon neutral goal.This paper selects 14 industries as the research object of resource-based industries,and takes the mean value of energy intensity and carbon emission intensity as the classification standard of high and low energy consumption and high and low carbon emission industries,which can be divided into three types: high energy consumption-high carbon emission industry,low energy consumption-high carbon emission industry and low energy consumption-low carbon emission industry.The development status of natural resources and industrial economy in Inner Mongolia was analyzed with descriptive statistics from 2000 to 2020.The calculation formula recommended by IPCC was used to calculate the carbon emissions of various resource-based industries,and the status quo of carbon emissions in Inner Mongolia was analyzed.Based on the STIRPAT model,carbon emission from resource-based industries is selected as the research object,and the size of working population,level of industrial development,technical level,energy consumption structure and industrial internal structure are selected as the driving factors of carbon emission for empirical study.The research contents and results are as follows:(1)From the perspective of resource-based industries as a whole,there is a significant positive correlation between the size of working population,the level of industrial development and the total carbon emissions of resource-based industries,while there is a significant negative correlation between technology level,energy consumption structure,industrial internal structure and the total carbon emissions of resource-based industries.The influence intensity from large to small is the scale of working population,the internal structure of industry,the level of industrial development,the level of technology and the structure of energy consumption.(2)From the perspective of industrial heterogeneity,there are industrial differences in the role of carbon emission driving factors among different types of industries.The size of the working population,the level of industrial development and the internal structure of the industry are the main factors affecting the carbon emission in the high-energy-high carbon emission industry.In the low energy consumption and high carbon emission industries,the level of industrial development and the size of the working population play an important role in the impact of carbon emissions.The leading factors influencing the low energy consumption and low carbon emission industries on carbon emissions are the size of working population,the level of industrial development and the level of technology.(3)Based on the classification of resource-based industries and the analysis of empirical results,the path selection of carbon emission reduction in high-energy-intensive and high-carbon industries is oriented to build high-quality enterprises and cultivate "dual-carbon" innovative talents;The path selection of carbon emission reduction in low-energy-high carbon emission industries is guided by technological innovation and the construction of efficient energy system.The path selection of carbon emission reduction in low-energy-low carbon emission industries is guided by strengthening the development of industrial chain and building low-carbon industrial parks.According to the classification criteria of this paper,there is no high energy-consumption and low carbon emission industry,which may exist in some subdivided industries according to the theoretical analysis.The paper also gives its carbon emission reduction path selection,which is guided by the policy of adhering to the "dual control" of energy consumption to "dual control" of carbon emission and giving play to the role of the market. |
