With the rapid development of China’s economy,the number of motor vehicles has increased year by year.In 2020,compared with 2018,the number of motor vehicles in China will increase by 6.9% to 372 million.The annual report of mobile source management in 2021 shows that mobile source pollution has become a major contributor to air pollution in large and medium-sized cities.In the "Fourteenth Five Year Plan" just released,the goal of reaching the peak of carbon emissions was highlighted,and corresponding new goals and requirements for air pollution prevention were put forward.Mobile source pollution is a major contributor to mobile source pollution and air pollution with high carbon emissions.The treatment effect of mobile source pollutants is directly related to the air pollution prevention and control work and the achievement of carbon emission reduction goals.The scientific and refined prevention and control of mobile source pollution is particularly important.As the relevant governance tasks and management and control requirements of mobile sources increase year by year,the defects of mobile source pollution prevention and control mode are also gradually highlighted.For example,mobile source stations are not clear enough,public participation is not high,and government supervision is only relied on.Organizations at the social level are virtually non-existent.As a result,mobile source pollution prevention and control has achieved little.At present,the mode of integrating the government,the public and enterprises into the collaborative governance of mobile source pollution control and forming an intensive,intelligent and digital information management will become the best way to solve the problem of mobile source pollution control.Based on the scientific theory of mobile source pollution prevention and control,this paper summarizes the difficulties of mobile source pollution control at this stage through the construction of mobile source digital information management,and comprehensively analyzes the current situation of mobile source pollution in Tianjin’s main industrial areas and the prevention and control measures.By means of theoretical analysis,on-site detection and detection data simulation,the paper systematically analyzes the emission monitoring,spatio-temporal distribution prediction,emission stage supervision,etc.of mobile source pollution,deeply discusses the advantages and disadvantages of the current traditional model of mobile source pollution process with the idea of breaking the "information fortress",and puts forward the information management mode of "precise pollution control,scientific pollution control,and legal pollution control".Finally,in view of the shortcomings of China’s traditional mobile source pollution prevention and control model,the proposal to build an early "enterprise vehicle human integration" mobile source pollution management and control platform was proposed for managers.Through the construction of the "mobile source pollution management and control platform",the integrated dynamic monitoring of mobile sources was achieved,so as to achieve the goal of "scientific pollution control",providing important support for short-term heavy pollution emergency and long-term compliance prevention and control planning.
