Environmental protection is one of the two basic national policies of China, related to the broad masses of the people’s well-being.More than thirty years of reform and opening up, China’s social economy sustained and stable growth, the obtained attract worldwide attention. At the same time, China’s serious overdraft in resources, environment, despite many very fruitful measures, but still inevitably on the developed countries "pollution first, treatment later" the old road."Let the people drink clean water, breathe clean air, enjoy their food, living and production in a good environment "has become realistic goals for all levels of government and the vast majority of environmental protection workers.In order to achieve this goal, the work of environmental protection can be implemented. We must grasp the core of environmental protection work--the management of pollution source.Therefore, how to strengthen the sources of pollution discharge behavior management, put an end to environmental protection loopholes in management, and improve the environmental protection supervision efficiency is the competent department of environmental protection administration at all levels of the urgent need to address the problem.This paper uses game theory and other theories in-depth analysis of the inherent drawbacks of existing pollution management mode, and demonstrates strengths and weaknesses, opportunities and risks of the construction of new pollution management business process through SWOT analysis. This paper explores the necessity and feasibility of the construction of new pollution management business process.According to four major objectives to achieve business Sewage Discharge Registration "three tables unity" to improve the working efficiency, to achieve the pollution sources data "three libraries in one" to unified environmental data, to achieve the environmental protection department "separation of three powers" mutual restraint, to reduce the burden on enterprises to improve efficiency, etc. established to build and optimize environmental pollution management integrated information platform as a means, to sort out and re-integrate the various functions of the department of environmental protection division of labor as the core, demonstrated the ways and the main form to establish PDCA management process is characterized by new environmental business processes based on information sharing.In this paper the author through to carry out the special questionnaire survey to obtain the basic data for the management of pollution sources, and to evaluate the performance of policy implementation. Assessment indicates new business processes will improve pollution sources regulatory efficiency of37.5%. At the same time, by optimizing the management of existing pollution sources of business processes, the approved sources for accurate information on emissions of major pollutants, to promote environmental systems unified core data for the implementation of environmental policies, environmental standards, pollution prevention plan and other major environmental protection measures solid foundation.We finally achieve the objective of improving the credibility of authorities protect environment, reducing the work rule of environmental protection management risks, strengthening environmental protection supervision capacity, promoting the continuous improvement of environmental quality.
