China’s rich coal resources,enterprises obtain mining license but not necessarily approved land use rights,in recent years by the impact of the domestic and international coal market,coal resources mining led to a large number of "mining-land" contradiction is increasingly prominent.To alleviate this contradiction in 2011,the former Ministry of Land and Resources in some areas to test the mining land reform pilot policy,the goal is to "temporary land use" to alleviate the demand for mining land,and then explore the path to crack the construction land index tension,high cost of land for enterprises,land idle after mining and other issues.The evaluation of the pilot policy is a more important reference to make timely adjustment to the existing policy and carry out reform more deeply,which is important for the development and utilization of regional mineral resources and the rational allocation of land resources.In view of this,this paper takes Ordos pilot as a sample and constructs an evaluation framework system suitable for the pilot policy based on S-CAD policy evaluation method,and on this basis,with the help of Matlab software,the entropy value method and comprehensive index method are used to evaluate the performance of the pilot policy of mining land use reform,and at the same time,the five banners(districts)participating in the pilot are evaluated in terms of policy implementation effect,efficiency and effectiveness respectively.At the same time,the policy implementation effects,efficiency and effectiveness were compared and analyzed in each of the five banners(districts).The main conclusions are as follows:(1)The application path of S-CAD policy evaluation method in public policy evaluation is clarified.This paper explores the application path of S-CAD policy evaluation method in the evaluation of the pilot policy of mining land use pattern reform in Ordos city as an example.the S-CAD policy evaluation method is logically rigorous and practically feasible,and can be continued to be applied as a policy evaluation method.(2)A framework for assessing the pilot policy on mining land use reform was constructed.The overall effect of the pilot policy on mining land use reform is between 6-7 points,which indicates that the pilot policy logic is quite consistent;the design of each policy element is basically satisfactory,and the policy can achieve a more comprehensive effect to a certain extent.The necessity and adequacy of each element of the policy are between 6-7points,so the design of each policy element is quite necessary and quite adequate.The efficiency of the policy is relatively balanced,and the actual efficiency of resolving the conflict between mines and land and facilitating the development of people’s livelihood is prominent,but the important position of resolving the conflict between mining groups is not sufficiently reflected,and it can be considered to increase the important elements of the position of resolving the conflict between mining groups to enhance its efficiency.In terms of implementation and feasibility of the policy,the natural resources management department of Ordos City is highly supportive of the implementation of the pilot policy,the recognition and acceptance of the policy by mining enterprises,farmers and herdsmen as well as relevant local management departments are high,the feasibility of the policy implementation is good overall,and the expected results when the policy position is introduced are realized.(3)The comprehensive performance and "three effects" of the pilot banner(district)differ significantly.From the policy effect,policy efficiency and policy effectiveness,10 indicators were selected to evaluate the performance of the pilot mining land reform policy.The comprehensive performance value of Dongsheng District was 112.847,Dalate Banner45.1534,Zhungeer Banner 77.2550,Otog Banner 65.4386,and Yijinholo Banner 118.1224,of which Yijinholo Banner had the highest comprehensive performance value and Dalate Banner the lowest.From the comparative analysis of "three effects" of pilot policy implementation in each banner(district),the highest policy effect value is 17.4336 in Yijinholuo Banner and the lowest is only 5.1082 in Zhungeer Banner;the highest policy efficiency performance value is 22.4710 in Otog Banner and the lowest is still 10.1258 in Zhungeer Banner;the highest policy efficiency performance value is91.1753 in Dongsheng District,Dalate Banner lowest 27.2182.the implementation of the pilot policy of mining land way reform is mainly influenced by the local economic,social and ecological development,and the performance value of land ownership dispute status has a significant impact on the policy effect value of each flag(district).The rate of land reclamation and return has a large impact on the policy efficiency performance value,which is influenced by the regional economic development,and the policy effectiveness performance value varies significantly among banners(districts).(4)Suggestions for improving countermeasures for the pilot policy of mining land use reform.For the pilot policy exists policy internal logic correlation is weak,policy economic sufficiency is not enough,policy implementation dependence to be strengthened,etc.,proposed to optimize the policy according to local conditions,so as to improve the policy implementation effect,optimize policy resource allocation,improve policy resource efficiency,establish policy guarantee system,improve policy implementation benefit;for each banner(district)land reclamation rate to return land rate low problem,it is recommended to develop In line with the actual acceptance,land return plan,and strengthen the management of land reclamation work attention,and further improve the mining land way reform pilot policy. |
