As our country "double carbon" goal and construction industry sustainable development concept put forward,the country attaches great importance to construction industry low carbon transformation,develop industrial building,opened the assembly type building door.The integration of industrial production makes the competition between individual enterprises in the prefabricated construction industry gradually change into the competition between enterprise supply chains,and the measurement of supply chain operation efficiency has become one of the important issues.At the same time,the development level of prefabricated buildings and the area of newly started prefabricated buildings in Huadong region of China are the first place in China,compared with other regions,occupying an absolute advantage in prefabricated buildings.Therefore,combined with the historical background of the rigid demand of prefabricated buildings and the development reality of China’s construction industry,this paper sorted out relevant studies on prefabricated building supply chain,green supply chain,low-carbon building,supply chain operation efficiency and other aspects at home and abroad,took prefabricated building supply chain in Huadong region of China as the research object,and conducted an in-depth study on the construction and application of its operation efficiency evaluation index system.First of all,this paper describes the basic concepts of low-carbon buildings,prefabricated buildings and their supply chains,and introduces the main theoretical basis involved in the research,such as supply chain operation reference model(SCOR),grounded theory,etc.On the basis of preliminary analysis combining SCOR model and prefabricated building supply chain process,five initial indexes of prefabricated building supply chain operation efficiency evaluation are formed,which lays a foundation for the extraction of formal first-level indexes later.Secondly,a semi-open interview based on the reference model of operation efficiency evaluation of prefabricated building supply chain was conducted in six provinces and one city in Huadong region of China.Select interviewees according to different regions and supply chain processes,and prepare interview materials in advance.The programmed grounding process in the grounded theory method is adopted to conduct coding analysis on the materials obtained from interviews,existing literature studies and industry reports,and conduct reasonable screening and de-weighting of the coding results.An operational efficiency evaluation index system of prefabricated building supply chain in Huadong region of China was established,which included 7 first-level indexes(planning stage,procurement stage,production stage,assembly stage,transportation and delivery stage,supply chain coordination,carbon emission reduction potential)and 31 second-level indexes.Thirdly,the index system is applied to the operational efficiency evaluation of the supply chain of prefabricated construction projects.Selecting T project of precast concrete structure located in Hefei City,based on the comparison of various weight determination methods and evaluation methods,it is decided to use the combination of structure entropy weight method and fuzzy comprehensive evaluation method to comprehensively evaluate and analyze the supply chain operation efficiency of construction unit A.Through the evaluation of the importance of indicators and the calculation of the relevant data of the contribution degree of supply chain operation efficiency,it is concluded that the overall level of supply chain operation efficiency of the construction project is "high".Finally,combined with the research results of T project and the actual development of prefabricated building supply chain in Huadong region of China,in order to improve the operational efficiency of supply chain,the relevant government departments and supply chain enterprises are put forward corresponding suggestions:follow the principle of "pilot first,step by step";Integrate the industrial chain resources of prefabricated buildings;Implementation of design,procurement,construction(EPC)contracting mode;Improve standardization construction;Strengthen the talent base;With the help of Internet system and information technology.
