Research On Optimization Of Government Supervision Of Wencheng County Domestic Waste Incineration Power Generation Project Under PPP Mode

In recent years,THE PPP model has been introduced into the municipal solid waste incineration power generation industry in China.The implementation of PPP projects has not only promoted local economic development,solved the problem of garbage siege,but also eliminated environmental pollution and improved the quality of public life.However,due to the insufficient supervision of the local government,the development of PPP mode in the domestic waste incineration power generation industry is restricted to varying degrees.Wencheng County government also has many problems in the supervision process of MSW S incineration power generation project,such as unclear authority,decentralized power,low efficiency,single means,etc.,which affect the daily operation of MSWS incineration power generation project in Wencheng County,and also have a certain impact on social public interests.Therefore,for a long time in the future,wencheng County government needs to find ways to improve the efficiency of supervision,effectively perform the supervision function,and realize the transformation of government functions,so as to meet the supervision needs of domestic waste incineration power generation projects in Wencheng County.Paper through the optimization of the PPP project environmental protection government regulation research at the core of the problem,in wen cheng living garbage incineration power generation project as the research object,the government regulation theory,principal-agent theory as the theoretical basis,using research methods such as literature research,case analysis,aiming at problems in government regulation,put forward the corresponding improvement measures.Wencheng first analyzed the status quo of living garbage incineration power generation project supervision,points out the wencheng living garbage incineration power generation project supervision problems,mainly has not scientific orientation of the government’s regulatory functions,operating regulation coverage is small,the lack of pertinence,operational regulation process is not standard,operational regulation means lack of in novation,the whole process of tracking supervision does not reach the designated position and so on five aspects.Then,this paper expounds the reasons for the problems in supervision of domestic waste incineration power generation project in Wencheng County,mainly including the lack of relevant laws and regulations and systems,the imperfect operation supervision standard and system,the weak performance evaluation of the whole operation supervision process,the serious lack of investment in project supervision,and the lag of supervision team construction.Finally,in view of the existing problems,put forward the countermeasures to improve the supervision of wencheng county household waste incineration power generation project.This paper mainly expounds from the following five aspects:formulating and improving the government supervision system,optimizing the scope and process of operation supervision,perfecting the operation supervision standard and assessment system,innovating supervision means and methods,and enhancing the professional level of the supervision team.Through the research,it can deepen the theoretical research on government supervision of PPP projects and enrich the relevant government supervision theories.At the same time,it can also provide practical guidance for the government departments to the construction and operation supervision of wencheng County household garbage incineration power generation project,and can also be used for other public infrastructure industry to carry out the government supervision of PPP environmental protection projects to provide a reference basis and template,thus continuously promoting the development and progress of China’s public infrastructure.And thereby improve the living standards of the whole society and people’s sense of gain.
