Study On The Effectiveness Evaluation Of The Ecological Environment Supervision System Of The Waste Incineration Power Generation Industry

The amount of urban domestic waste produced in China is increasing year by year.Waste incineration has the advantages of small footprint,significant reduction,and recyclable waste incineration heat.It accounts for an increasing proportion in the field of waste treatment,and the waste incineration power generation industry has developed vigorously.However,in the operation of waste incineration power generation projects,there are often problems of secondary environmental pollution.The reason is that the effectiveness of supervision is insufficient.At present,Chinese waste incineration power generation industry has a complete ecological environment supervision system,but there are still certain shortcomings in the operation of the supervision system,and the effectiveness of the supervision system is unknown.Based on this,this article evaluates the effectiveness of Chinese waste incineration power generation industry’s ecological environment supervision system,identifies the "weak points" of the supervision system,and provides a reference for the optimization of the industry’s ecological environment supervision system.This thesis analyzes the current status of the ecological environment supervision system in the waste incineration power generation industry in China through practical investigation and literature Research,clarifies the research objects,and provides a basis for effectiveness evaluation.First,use the expert interview method to analyze the influencing factors of the supervision system and establish an evaluation index system,and use the subjective and objective comprehensive weighting method to determine the weight of the evaluation index.Secondly,through the fuzzy comprehensive evaluation method,the effectiveness evaluation model of the supervision system is constructed,and the effectiveness evaluation is carried out on the ecological environment supervision system of the waste incineration power generation industry in China.The results show that the effectiveness evaluation result of the target level "eco-environmental supervision system of waste incineration power generation industry" is "general";among the first-level indicators,the evaluation results of "supervision organization system","supervision system construction" and "supervision technology" are "good" ",the evaluation results of "operating subject supervision" and "supervision effect" are "poor",and the other indicators are "fair".Finally,according to the evaluation results,corresponding policy recommendations are put forward at the three levels of "legal system","regulatory organization system",and "public supervision mechanism".Through the research of this article,it provides a reference for the evaluation of the effectiveness of the ecological environment supervision system,and provides certain help to further promote the construction of Chinese ecological civilization system.
