As carbon emissions continue to rise, the problem of global warming is getting worse, managing and decreasing carbon emissions has become an emergent problem that countries around the world need to settle now,and it is also an internal and external demand for maintainable development.China put forward the "dual carbon" strategic goal in 2020,and actively formulated relevant carbon emission reduction policies, adhering to the goal of low-carbon development. At the same time, under the vigorous implementation of the "Digital China" strategy,China’s demand for digital infrastructure and the scale of construction continue to expand, which has laid a good foundation for promoting the digital economy and low-carbon development. In view of the coordinated development of digitalization and low-carbon is an intrinsic demand for high-quality economic and social development today, how to promote carbon emission reduction through digitalization has become an important issue. In this context, this paper aims to measure and analyze the development level and carbon emission intensity of digital infrastructure in various provinces, and study the impact of digital infrastructure on carbon emission intensity. This can provide a reference for the later planning of digital infrastructure construction, and also provide new ideas for effectively promoting carbon emission reduction. This paper reviews the research on digital infrastructure, carbon emissions, and the impact of digital infrastructure on carbon emissions, based on the theory of technological innovation, economic geography and externality, the multiple effects of digital infrastructure on carbon emission intensity are comprehensively studied by using literature research method, econometric analysis and spatial econometric analysis. The specific research content of this paper is as follows: First, this paper defines the concept and reviews the literature of digital infrastructure and carbon emissions, and puts forward the direct impact of digital infrastructure on urban carbon emission intensity from a theoretical perspective moderating effects and spatial spillover hypotheses;Secondly, this paper constructs the fixed effect, regulatory effect, threshold effect and spatial Du bin model of the impact of digital infrastructure on carbon emission intensity by selecting appropriate control variables.Thirdly, this paper constructs a digital infrastructure index system by selecting corresponding indicators, and uses panel data from 30 provinces in China from 2011 to 2019 to quantitatively evaluate various indicators such as digital infrastructure and carbon emission intensity, and empirically explores the direct effects and spatial spillover effects of digital infrastructure on carbon emission intensity Analyze the regulatory influence and threshold influence of scientific and technological innovation in the process. The outcome of benchmark regression model indicate that digital infrastructure has a crucial inhibitory influence on carbon emission intensity. The outcome of the moderating effect model indicate that the level of scientific and technological innovation plays a positive regulatory effect on the impact of digital infrastructure on carbon emission intensity. The threshold influence results indicate that the level of scientific and technological innovation has the characteristics of nonlinear influence. The results of the spatial Du bin model show that digital infrastructure has a spatial spillover effect on carbon emission intensity, that is,the digital infrastructure of the province will suppress the carbon emission intensity of not only the province, but also the carbon emission intensity of neighboring provinces. On the whole, the research conclusions of this paper not only enrich the theories on the impact of digital infrastructure on carbon emission intensity and spatial spillover effects, but also help relevant departments to provide theoretical basis and practical reference for the formulation of carbon emission reduction policies, and make policy enlightenment for accelerating China’s digital infrastructure construction.
