How Does The Network Of Urban Agglomeration Environmental Governance Influence Enterprise Green Innovation?

Green technological innovation is the first driving force for green development,and an important support for my country to fight pollution prevention and control,promote the construction of ecological civilization,and promote high-quality development.In2019,the National Development and Reform Commission and the Ministry of Science and Technology issued the "Guiding Opinions on Building a Market-Oriented Green Technology Innovation System",proposing to accelerate the establishment of enterprises as the main body,deep integration of production,education and research,complete infrastructure and service systems,efficient resource allocation,and results Transform a smooth green technology innovation system,and realize the effective gathering of various innovation elements such as talents,funds,and knowledge in the field of green technology innovation.This is the first time that China has proposed the construction of an innovation system in a specific field of green environmental protection,which fully reflects China's great emphasis on green innovation.As the strategic core area of China's economic development and the gathering area of green innovation subjects,urban agglomeration is an important driving force for China to achieve high-quality development of the green economy.At the same time,as China's environmental pollution gathering area and highly sensitive area,the contiguous,infectious and overlapping environmental pollution of urban agglomeration is becoming more and more serious.The main reason lies in the existence of various explicit and implicit barriers between cities in the urban agglomeration,leading to outstanding problems such as imperfect coordination mechanisms within the region,serious homogenization competition,and misallocation of innovative resources.Therefore,how to break the barriers between regions,promote the organization and mechanism design of urban agglomeration environmental pollution management coordination,and realize the effective agglomeration of green innovation fields is an important research topic in the current urban agglomeration environmental governance field(Suo Liming and Kan Yanqiu,2019).In this context,Our research is based on the perspective of collaborative environmental governance of urban agglomeration,and exploring the influence mechanism of green innovation of enterprises in urban agglomeration.Finally answer the following three questions:(1)How does the network of urban agglomeration environmental governance trigger green innovation of firms in China?(2)How does the network of urban agglomeration environmental governance influence enterprise green innovation through technical alliance? Our research hopes to provide certain practical evidence by answering the above questions,Urban agglomeration can enhance the status of enterprise as the mainstay of green innovation,solve the problem of environmental pollution control in the region,and promote the high-quality development of green economy in urban agglomeration.This paper analyzes and reviews the relevant literature by the bibliometric method and the application of Citespace5.0 statistical software.On this basis,it is supported by enterprise ecological system theory,strategic alliance theory,social network theory and technological innovation theory.From the perspective of collaborative environmental governance of urban agglomeration,construct a theoretical framework for urban agglomeration environmental governance network,technical alliance and enterprise green innovation.Our research attempts to theoretically explain the influence process of urban agglomeration environmental governance networks on enterprise green innovation.Through social network analysis and empirical research,examine how dose the four dimensions of the urban agglomeration environmental governance network(number of network connections,network density,degree centrality,and proximity centrality)influence the three dimensions of enterprise green innovation(enterprise green patent innovation,enterprise green product innovation,and enterprise green management innovation).This article also examines the mediating role of technical alliance and the post-adjustment effect of urban agglomeration economic level and urban agglomeration level.This paper mainly focuses on the listed firms in the heavily polluting industries within the urban agglomeration as the research object.This article focuses on the process of urban agglomeration environmental governance network triggers green innovation of heavy-polluting firms in urban agglomeration.First,select 5 national-level urban agglomerations and 5 regional urban agglomerations,and use the text mining method to apply Python crawler technology to collect and count the environmental cooperation or collaborative governance between cities in each urban agglomeration from 2009 to 2018.news.Second,through the social network analysis method and the Ucinet 6.0 statistical software,the number of connections,network density,degree centrality,and proximity centrality of each urban agglomerations environmental governance network during2009-2018 are calculated.Third,a total of 676 listed firms in heavy-polluting industries in 10 urban agglomerations are selected as the research sample.According to statistics,from 2009 to 2018,the enterprises are within the urban agglomeration and interact with other regional innovation entities(enterprises,universities,scientific research institutions,governments).The number of environmental technical alliance.Fourth,collect the green innovation data of 676 listed firms in heavy pollution industries in the urban agglomeration,mainly including enterprise green patent innovation,enterprise green product innovation,and enterprise green management innovation.examine how dose the urban agglomeration environmental governance network influence enterprise green innovation.This paper also examines the mediating role of technical alliance and the post-adjustment effect of urban agglomeration economic level and urban agglomeration level.Through the above analysis,this paper finally formed the following five conclusions:First,there is a significant positive relationship between the urban agglomeration environmental governance network and enterprise green innovation.It means that the number of network connections,network density,and degree centrality of urban agglomeration environmental governance are positively promoting enterprise green patent innovation,enterprise green product innovation,and enterprise green management innovation,and the proximity to centrality of the urban agglomeration environmental governance network is positively promoting enterprise green patent innovation and enterprise green management innovation.It shows that the environmental governance network formed between the cities in the urban agglomeration can significantly improve the level of green innovation of enterprises.Second,there is a significant positive relationship between urban agglomeration environmental governance network density,degree centrality,proximity centrality and technical alliance.It means that the urban agglomeration environmental governance network can promote enterprises to conduct environmental technical alliance with other regional innovation entities(enterprises,universities,scientific research institutions,and governments)within the urban agglomeration.Third,technical alliance plays a significant intermediary role in the relationship between urban agglomeration environmental governance network and enterprise green innovation.It means that the technical alliance in the four dimensions of the urban agglomeration environmental governance network(the number of network connections,network density,degree centrality,proximity centrality)and the three dimensions of enterprise green innovation(enterprise green patent innovation,enterprise green product innovation,and enterprise green innovation)have 10 significant mediating effects.Fourth,for enterprises in high-level urban agglomerations,their technical alliance has a better intermediary role in the intermediary transmission between the urban agglomeration environmental governance network and the enterprise green innovation relationship.It shows that the economic level of urban agglomeration respectively strengthens the intermediary transmission effect of technical alliance in the relationship between the urban agglomeration environmental governance network(network density,degree centrality,proximity centrality)and enterprise green innovation(enterprise green patent innovation,enterprise green product innovation).Fifth,for enterprises in national-level urban agglomerations,their technical alliance has a better intermediary role in the intermediary transmission between the urban agglomeration environmental governance network and the enterprise green innovation relationship.It means that the urban agglomeration level respectively strengthens the intermediary conduction function of the technical alliance in the relationship between the urban agglomeration environmental governance network(network density,degree centrality,proximity centrality)and enterprise green innovation(enterprise green patent innovation,enterprise green product innovation).The overall empirical results show that technical alliance plays a significant intermediary role in the relationship between urban agglomeration environmental governance network and enterprise green innovation,and the economic level of urban agglomerations and the level of urban agglomerations respectively strengthen the intermediary role of technical alliance.This means that the urban agglomeration environmental governance network promotes technical alliance between enterprise and other regional innovation entities(enterprises,universities,scientific research institutions,and governments),thereby enhancing the level of enterprise green innovation.However,the intermediary role of technical alliance is affected by the level of urban agglomeration economic and urban agglomeration.The main innovations of this paper mainly include the following four aspects:First,this paper firstly calculated a total of 100 environmental governance networks in 5 national-level urban agglomerations and 5 regional urban agglomerations from 2009 to 2018.Preliminary research on the measurement and calculation of the urban agglomeration environmental governance network mainly focused on individual national-level urban agglomeration such as the Beijing-Tianjin-Hebei,the Pearl River Delta,the Yangtze River Delta,and the middle reaches of the Yangtze River.Up to now,no researchers have calculated the environmental governance network of 10 urban agglomerations in China for a total of 10 years.This paper uses the text mining method and the Python crawler technology to collect environmental governance news published by a total of 128 cities ecological environment bureaus in 10 urban agglomerations.This paper uses social network analysis and Ucinet 6.0 statistical software to calculate the number of environmental governance network connections,network density,degree centrality and proximity centrality data for 10 urban agglomerations over the past 10 years.To a certain extent,the research conclusions of this paper fill the research gap in the field of urban agglomeration environmental governance.Second,the research conclusions of this paper fill up the gaps in the theoretical research of enterprise ecological system.This paper combines strategic alliance theory,social network theory and technological innovation theory under the framework of enterprise ecology system theory.In view of the environmental governance problems faced by urban agglomerations,this paper theoretically analyzes the impact of the environmental governance network at the urban agglomeration level on green innovation at the enterprise level.Previous researchers usually analyze national or provincial factors in the corporate ecosystem.This paper is the first time from the perspective of the urban agglomeration level environmental governance network,and analyze the relationship between the urban agglomeration environmental governance network,technical alliance and enterprise green innovation,filling the gap in the theoretical research perspective of enterprise ecological system.Third,this paper reveals the intermediary role played by technical alliance between the urban agglomeration environmental governance network and the enterprise green innovation relationship.Previous researchers have mostly explained enterprise green innovation behavior from the perspective of environmental regulation.Few researchers have analyzed the impact mechanism of enterprise green innovation in urban agglomeration from the perspective of urban agglomeration environmental governance network.Through the combination of theory and practice,this paper reveals for the first time that the urban agglomeration environmental governance network promotes the formation of cross-regional environmental technical alliance between enterprise and other regional innovation entities(enterprises,universities,scientific research institutions,and governments),thereby enhancing enterprise green innovation.Fourth,the research conclusions of this paper reveal that the intermediary role of technical alliance is affected by the economic level of urban agglomeration and the level of urban agglomeration.Previous researchers rarely discuss the economic level of urban agglomeration and the level of urban agglomeration.This paper takes the economic level of urban agglomeration and the level of urban agglomeration as moderating variables and incorporates them into the research framework of urban agglomeration environmental governance network,technical alliance and enterprise green innovation.The research conclusions of this article reveal that enterprise is at different the economic level of urban agglomeration and the level of urban agglomeration,and the intermediary effects of their technical alliance are different.Therefore,this research provides a new way for companies to improve the level of green innovation.Therefore,the research conclusions of this paper provide a new way for enterprise to improve the level of green innovation.
