| In the face of challenges such as global warming and the continuous threat of greenhouse effect to human survival,countries around the world have taken the new energy vehicle industry as an important means to achieve low-carbon transformation and have joined the action of electrification of automobiles.Under the incentives of various policies,China’s new energy vehicle industry has developed rapidly in the past decade,but there are still many problems and shortcomings,including incomplete charging infrastructure,core technology being constrained by people,and so on.In addition,the current subsidy decline has become an irreversible trend,and how to supplement and strengthen the development momentum of the new energy vehicle industry in the era of post subsidy for automobiles is an important issue faced by local governments.Based on the current problems in China.This paper studies the effective carbon tax mechanism for promoting new energy vehicles.This paper constructs an evolutionary game model between local governments and automobile manufacturers.Combining simulation,this paper studies the effects of different carbon tax policies and analyzes the parameter sensitivity under reasonable carbon tax policies.The research shows that:(1)There is no equilibrium point in the game under static carbon tax policy,but there is an equilibrium point in the game under phasing in carbon tax policy.The static carbon tax policy can stimulate the popularization of new energy vehicles in the short term,while the phase-in carbon tax policy is conducive to the long-term development of the new energy vehicle industry.(2)Both the phasing in rate r and the carbon tax rate Tc have a marginal diminishing effect and are positively correlated with enterprise productivity.(3)Under the reasonable phasing in carbon tax policy,there is a threshold effect in charge pile coverage β,enterprise carbon emissions trading income Rc,consumers’ license priority η,corporate income tax concession Rd,consumers’ low-carbon preference θ vehicle purchase tax Tb and they are positively related to the productivity of enterprises.Besides,the above parameters exceeding the specific threshold have a marginal increasing effect.Accordingly,the following suggestions are given:(1)A carbon tax is levied on the carbon emissions generated throughout the entire lifecycle of a car,including its production and consumption processes.This requires local governments to strictly monitor automobile manufacturers in order to reasonably calculate the carbon emissions of each enterprise.(2)The government needs to formulate effective carbon tax collection policies,that is,choose appropriate carbon tax rates and phased rates.(3)Other policies for the development of new energy vehicles need to coordinate the implementation of carbon tax policies,that is,setting reasonable goals such as charging station coverage and vehicle purchase tax.(4)The implementation of carbon tax policies must also ensure the monitoring of car prices.(5)The dynamic carbon tax policy may not be more effective than the static carbon tax policy.The government can set different policy goals and adjust policy measures at different stages of industrial development. |
