In order to organize emergency rescue efficiently,the emergency command department needs to assign appropriate emergency rescuers to rescue positions quickly.Emergency rescuers usually belong to different government departments or enterprises and public institutions,and receive daily basic training of each unit.But they lack of coordinated emergency drills.Due to the fragmentation of the existing emergency response work,rescuers training and assignment are regarded as two separate processes.As a result,the emergency rescuers are often not familiar with the upcoming emergency rescue task,and even their own capacity is not enough to support the actual rescue task of complexity and difficulty.To this end,emergency departments began to explore ways to organize special training of emergency rescue skills and combine training and assignment of emergency rescuers.In view of the characteristics of close coupling between training and assignment of emergency rescuers,this paper simulates the training and assignment process of emergency rescuers from prevention in advance to handling in the event.Based on this,a training&assignment model for emergency rescuers was constructed,and an empirical study was conducted on the training & assignment of emergency medical rescuers in COVID-19 prevention.The results show that the model can effectively improve the competency of emergency rescuers for rescue tasks.The main research work is as follows.(1)Starting from the theoretical basis of emergency rescuers management,studying the management process of emergency rescuers training and assign,the basic theory of emergency rescuers training & assignment and the relevant theoretical basis in the process of model construction.According to the actual rescue process,it provides a theoretical basis for the construction of the training & assignment model of emergency rescuers.(2)Study on the training and assign of emergency rescuers.By analyzing the demand characteristics and rescue content of the disaster sites,the rescue positions and rescue skills needed by emergency rescuers were clarified.Based on the analysis of the influencing factors of training and assign of emergency rescuers,the common models of knowledge accumulation function,time satisfaction and coordination degree are summarized,and the current model construction ideas are proposed.(3)First,the degree of coordination of emergency rescue teams in different disaster sites to complete various rescue tasks should be calculated;Secondly,in order to improve the rescue efficiency and self-protection ability of emergency rescuers,the total time of rescue skill training required by emergency rescuers to complete various rescue tasks was estimated based on the knowledge accumulation function.Then,by calculating the total time needed for emergency rescuers to arrive at the disaster site and the training time,the overall time satisfaction under different training & assignment schemes was determined by using the time satisfaction function of the disaster site.Finally,with the objective function of the highest degree of coordination and the highest overall time satisfaction of the emergency rescue team,an integrated model of multi-skill training & assignment for emergency rescuers was established.(4)An example test was conducted on the training & assignment of emergency medical rescuers in COVID-19 prevention and control.The results shows that the assignment strategy considering both the synergistic effect and the overall time satisfaction of emergency rescuers can guarantee the coordination degree of emergency rescuers,improve their rescue efficiency and meet the rescue needs of disaster sites better than the assignment strategy considering only a single objective.The model comprehensively considers the demand situation of the disaster site and the skill mastery of emergency rescuers.It achieves the assignment of emergency rescuers from normalization to non-normalization.The model provides a theoretical basis for the construction of emergency management process and the research on the assignment of emergency rescuers from multiple rescue sites to disaster sites.
