| Compared with foreign countries,China’s civil seaplane industry started late.Since about 2010,the development of domestic civil seaplane industry has achieved substantial progress.The fast development of water aerodromes comes with a series of serious issues.Considering the economic benefit,the site of water runway will not be selected in remote area.It tends to occur the co-existence of water runway and ship channel.The construction of water runway will probably lead to a more complex navigational environment,which affects the safe navigation of ships.To ensure the safety of both seaplanes and ships,it is necessary to evaluate the safety and reasonability of the water runway site selection.In the seaplane-related research,there are few studies on the site selection of water runway from the perspective of waterborne navigation safety.The practical experience is not sufficient,either.The maritime authority has not yet issued concrete provisions on the site selection requirements of water runway.Only Technical Requirements for Water Aerodrome in the advisory circular issued by the Civil Aviation Administration of China provides macroscopic descriptions on the site selection requirements of water runway.However,on the factors regarding waterborne navigation safety,there is no extensive interpretation or detailed requirements.From such a perspective,this research systematically investigates the evaluation of water runway site selection.The evaluation result is of directive significance to the site selection of new water runway,and referential significance to the operation safety management of the existing water runway.The results could provide the maritime authority with references to the administrative approval and safety management of the water aerodrome projects.In this thesis,different from the existing methods of selecting the optimal scheme from multiple alternatives,the feasibility of constructing water runway in a particular area is evaluated.The selected site is probably proposed by the operator of water aerodrome or the civil aviation administrative department.This thesis adopts the evaluation method of combination weighing-cloud model.The main research contents are as follows.(1)Through consulting and analyzing the research status and results related to aerodrome and water runway for seaplane,determine the research content and research methods.(2)The evaluation index system was constructed,and 18 indexes with high correlation degree are excavated from four aspects of meteorological environment,hydrological environment,navigable environment and take-off and landing water area and airspace environment by primary selection,qualitative selection and quantitative selection based on improved grey correlation degree method.Reliability and validity analysis is adopted to further ensure the validity and reliability of the indicators.SPSSPOR online software is used to analyze the reliability and validity of the index,which are tested by KMO test,KMO test and Bartlett test coefficients.(3)The improved AHP method is used to obtain the subjective weights,while the entropy weight method is used to determine the objective weights.The optimal linear combination coefficient is obtained by minimizing the deviation,and the combination weight is calculated by combining the combination coefficient with the subjective and objective weight.Combining the combined weights with the cloud model,the evaluation model of the water runway for seaplane site selection scheme based on the combined weighing-cloud model is constructed.The programming software Matlab is used to draw the standard evaluation cloud,index evaluation cloud and comprehensive evaluation cloud to intuitively display the evaluation results,reflect the advantages and disadvantages of the water runway for seaplane site selection scheme,to determine the feasibility of building seaplane runway in this water area.(4)Water runway for seaplane in Zhenjiang Dalu as a case for empirical research,using evaluation method based on combination of empowerment-cloud model,to evaluate the plan of site selection on the runway,cloud water runway for Zhenjiang Dalu comprehensive evaluation,and compared with standard evaluation of cloud,the evaluation result for the "good",consistent with the water runway operation actual situation,Verify the safety of the water runway.At the same time,the evaluation method is proved to be reasonable and practical by an example. |
