The greenhouse effect caused by a large amount of carbon dioxide emissions has led to a series of natural environment problems such as global warming,melting glaciers,and sea level rise.As a major carbon dioxide emitter,China has actively fulfilled its responsibilities as a major country and made every effort to promote carbon emission reduction.In 2020,President Xi Jinping stated at the general debate of the United Nations General Assembly: "China will increase its nationally determined contribution,adopt more powerful policies and measures,strive to peak carbon dioxide emissions by 2030,and strive to achieve carbon neutrality by 2060." Promoting ecological protection and high-quality development and achieving the "dual carbon" goal requires a series of policy measures to escort it.Therefore,this thesis establishes a carbon emission reduction policy field ontology based on a review of the existing carbon emission reduction policy system,constructing a reasoning rule base that can identify the coordination crisis of carbon emission reduction policies,realizing the transformation research of carbon emission reduction policy coordination crisis based on ontology reasoning,and providing a reference for formulating efficient and coordinated carbon emission reduction policies.This thesis firstly sorts out the relevant research literature in the field of carbon emission reduction policy,analyzes the gap in the research theory in the field of carbon emission reduction policy coordination,and proposes a research perspective of carbon emission reduction policy coordination optimization based on the idea of crisis transformation.Taking the ontology reasoning technology as the starting point,firstly,through the natural language processing technology,the policy texts in the field of carbon emission reduction are mined and analyzed,and the core concepts of the field are extracted as the basis for the construction of the ontology in the field of carbon emission reduction policy.The seven-step method is chosen to establish the carbon emission reduction policy domain ontology,which realizes the structured sorting of the knowledge in the carbon emission reduction policy domain,and provides model support for the subsequent construction of a reasoning rule base for the coordination crisis of carbon emission reduction policies.Secondly,the text feature observation indicators of the three policy elements of policy objectives,policy measures and policy strength are refined,and a carbon emission reduction policy synergistic evaluation framework is constructed to extract the reasoning rules that can identify the synergy crisis of policy goals and policy measures.The coding method of the net rule language builds an ontology-identifiable reasoning rule base,and endows the ontology in the carbon emission reduction policy domain with the ability to identify policy coordination crises through rule reasoning.Finally,the carbon emission reduction policy in the Beijing-Tianjin-Hebei region is selected as the case analysis object,and the identification of policy coordination crisis based on ontology reasoning is completed.Suggestions for conflicting carbon emission reduction policies and improving the degree of policy synergy: First,for different policy objectives,rationally combine various policy measures to improve policy synergy;Second,focus on effective coordination of policy measures and avoid using policy measures with unclear descriptions.Third,appropriately increase the intensity of policies and improve the accountability mechanism between the subject and the object of the policy.The two innovations of the thesis are:(1)Introducing the crisis transformation theory into the research field of carbon emission reduction policy coordination,enriching the application research of crisis transformation theory and innovating the research perspective of policy coordination;The ontology of carbon emission reduction policy field supports the application research of carbon emission reduction policy coordination crisis transformation.
