Protection And Remediation Planning Of Mountains-Rivers-Forests-Farmlands-Lakes-Grasslands System-A Case Study Of Gaochun District

Gaochun district is located in the southernmost part of Nanjing,with hilly and mountainous areas in the east and river network polder areas in the west.It has the golden proportion of "three mountains,two rivers and five fields" in ecological environment and good ecological base.To district-level administrative unit as the research object,imbalance and inadequate problems of environmental protection in Gaochun were analysed based on Gaochun district water authority entrusted by the "mountains-rivers-forests-farmlands-lakes-grasslands protection and renovation plan" project.It proposed six key tasks: optimizing and integrating space pattern,protecting and restoring ecosystem,improving ecological environment,improving environmental management and control level,improving green development level,and accelerating the formation of green lifestyle.Six types of ecological protection and restoration projects including water pollution prevention and control project,water environment comprehensive treatment project,lake ecological protection project,land consolidation project,biodiversity protection project and rural revitalization project were proposed.The research results could lead to the improvement and upgrading of regional ecological civilization construction and guide the transformation of regional ecological value to economic value.The research results put forward a practical road with regional characteristics that "clear water and green mountains are gold and silver mountains",which can provide guidance for the protection and renovation of "mountains-rivers-forests-farmlands-lakes-grasslands" in similar areas.The main conclusions and results were as follows:(1)In some areas and links,the problems of unbalanced and inadequate in ecological and environmental protection were still exist in Gaochun district.Important water quality of lakes in the region of the backbone and the overall good situation,unbalanced phenomenon of urban and rural ecological environment protection work was more prominent,mainly displayed in: the country river,pond water quality was not optimistic,water environmental protection work was still inadequate,water qualification rate of country river in2018 was 31.28%,32.82% of pond water was not reach Ⅳ class standard.The development of modernagriculture was restricted by the weak foundation condition and the lack of farmland reserve resources.The level of farmland infrastructure needed to be improved.The degradation of river and lake ecosystems and the invasion of alien species were common.(2)Combined with regional characteristics,proposed the idea of project deployment for protection and arrangement of “mountains-rivers-forests-farmlands-lakes-grasslands”.Guided by the principle of "balanced treatment and improvement of weak points,systematic protection and quality improvement",with the starting point of "clearing,dredding and controlling" and coordinating the treatment of small and micro water bodies,adhering to the principle of "co-governance of large and small,co-governance of land and water",it leads the protection and improvement of “mountains-rivers-forests-farmlands-lakes-grasslands” in the whole region.(3)The system had deployed the task and project of ecological protection and restoration to support the upgrading of ecological environment construction in Gaochun District.It proposed six key tasks: optimizing and integrating space pattern,protecting and restoring ecosystem,improving ecological environment,improving environmental management and control level,improving green development level,and accelerating the formation of green lifestyle.Six types of ecological protection and restoration projects including water pollution prevention and control project,water environment comprehensive treatment project,lake ecological protection project,land consolidation project,biodiversity protection project and rural revitalization project were proposed.
