Ecological Compensation Of National Key Ecological Functional Areas In Hebei Province

Twenty-eight counties(districts)in Hebei Province have been included in the national key ecological function areas,which are mainly distributed in the north and west of Beijing-Tianjin region.They undertake the important ecological functions of windbreak,sand fixation and water conservation,and protect the ecological security of Beijing-Tianjin-Hebei region.Under the background of ecological civilization construction,it is a basic and urgent task to protect the national key ecological function areas in Hebei Province.This paper is committed to improve the ecological compensation of national key ecological function areas in Hebei Province,and achieve the dual objectives of protecting ecological environment and improving people’s livelihood by improving ecological compensation.Firstly,this paper combs the relevant literature,clarifies the previous research results and the research space of this paper,defines the concepts of ecological compensation and ecological compensation of national key ecological functional areas,defines the research object of this paper,and discusses the support and guidance of relevant theories to this paper.Secondly,the paper introduces the general situation of the national key ecological functional areas in Hebei Province,and discusses the current situation of ecological compensation of national key ecological function areas in Hebei Province from two aspects of policy and practice.Thirdly,according to the current situation of ecological compensation,this paper analyzes the existing problems of ecological compensation in the national key ecological functional areas of Hebei Province,mainly including the insufficient participation of relevant subjects in ecological compensation,the single way of ecological compensation,the poor incentive effect,the low standard and applicability of ecological compensation,the poor fund raising and management of ecological compensation,the insufficient effectiveness of ecological compensation evaluation and assessment,and the relevant legal protection is not perfect.Then,the ecological compensation standard of national key ecological function areas in Hebei Province is calculated.Using the method of questionnaire survey and conditional value method,this paper studies the willingness of rural residents to be compensated,estimates the expectation of willingness to be compensated,establishes binomial logistic model and multiple linear regression model to test the influencing factors of willingness to be compensated.This paper investigates and analyzes the main body and mode of ecological compensation that rural residents hope.Finally,in view of the problems existing in the ecological compensation of national key ecological functional areas in Hebei Province,combined with the results of the questionnaire survey,this paper puts forward countermeasures: encouraging multiple subjects to participate in ecological compensation,adopting targeted compensation methods,establishing reasonable ecological compensation standards,strengthening the collection and management of compensation funds,improving the evaluation and assessment of ecological compensation,and improving the legal protection of ecological compensation.
