Environmental management of drinking water sources has a great impact on the quality and safety of water sources,and is closely related to the health and social and economic development of the people in the water source service areas.Since the 2015 "Water Pollution Prevention and Control Action Plan" clearly put forward "to strengthen the protection of drinking water sources",China has successively carried out the national centralized drinking water source environmental protection special action,prefecture and city level urban water source clean-up and standardized construction,Yangtze River protection and restoration battle action and other water source protection actions,clearly put forward that governments at all levels should accelerate the standardization of urban water sources and township-level centralized drinking water source protection zone delineation,standard setting and problem rectification.By the end of 2021,Beibei District had a resident population of 837,900 and a township water service population of 397,000,accounting for 47.4% of the resident population of Beibei District.Industrial parks are distributed upstream of centralized drinking water sources in some townships,and industrial enterprises are built along the river,with a relatively dense population,busy land and water traffic,greater potential risks of production safety,higher risk of sudden water pollution incidents,and higher requirements for the environmental management of township centralized drinking water sources.Based on stability theory,guided by collaborative governance theory and public participation theory,this paper focuses on the current situation of environmental management of centralized drinking water sources in Beibei District,conducts a thorough investigation on the current situation of centralized drinking water source environmental management in townships and towns in Beibei District from the three dimensions of management content,management implementation and management effectiveness,sorts out the existing problems in actual management,analyzes and discusses the hidden causes,and puts forward suggestions for optimizing countermeasures.The main content of this paper has 6 chapters,and the structural framework is as follows: Chapter 1 is an introduction,explaining the background basis of the research and the value of the research,summarizing and reviewing the relevant literature on environmental management of water sources at home and abroad,presenting the current situation of relevant research in China as a whole,and forming the ideas,methods and innovation points of this study.Chapter 2 first defines the core concepts of centralized drinking water sources,drinking water source protection areas,and centralized drinking water source environmental management of the research objects in this paper,and then explains the stability theory,collaborative governance theory,and public participation theory,and discusses the applicability of these theories in the environmental management of township centralized drinking water sources.Chapter 3 analysis of the current situation of environmental management of centralized drinking water sources in Beibei District,first expounds the overview of the water system in Beibei District and the overview of the centralized drinking water source in towns and townships,sorts out the increase and decrease of centralized drinking water sources in towns and towns in Beibei District at different times according to different policies and the adjustment of protected areas,and then expounds the content of environmental management of centralized drinking water sources in towns and towns in Beibei District,the environmental management measures of water sources implemented by various management units,and the effectiveness of management.Chapter 4 Analysis of the problems and causes in the environmental management of centralized drinking water sources in townships and towns in Beibei District,by comparing the current situation of the water source environment and the implementation content of the water source environmental management,analyzing whether the management effect meets expectations,finding out the problem,and finding out the cause of the problem.Chapter5 is a collection of countermeasures and suggestions to optimize the environmental management of centralized drinking water sources in Beibei District,and puts forward countermeasures and optimization suggestions for solving the problems and difficulties faced by the current environmental management of water sources.Chapter 6 Conclusion and Prospects,which elaborates the conclusions of this study and looks forward to the future methods and directions of environmental management of centralized drinking water sources in towns.The conclusions of this study are:(1)Beibei is an important ecological barrier in the central urban area of Chongqing,and under the dual pressure of economy and ecology,the environmental management level of centralized drinking water sources in towns and villages will inevitably have higher requirements in the future.(2)After several years of environmental rectification,the water quality of centralized drinking water sources in Beibei District has been improved to a certain extent,and since 2018,the water quality of water sources has maintained a 100% compliance rate.(3)In the environmental management of centralized drinking water sources in towns and towns in Beibei District,there are problems such as some water source protection zones that should not be zoned,some water source areas that are closed soon after the implementation of standardized construction,and the recurrence rate of environmental problems is high.(4)Many problems in the environmental management of centralized drinking water sources in townships and towns in Beibei District are due to the fact that the working mechanism is not adapted and there is an information barrier between various management units;When the government plans water sources,it does not take into account the people’s water needs.(5)To solve the dilemma of environmental management of centralized drinking water sources in townships,we can start from the technical direction and build a platform to crack the information barrier in management;Starting from the attributes of environmental public goods in water sources,introduce public participation mechanisms.The innovation of this paper is mainly reflected in the fact that most of the existing research objects are urban centralized drinking water sources,while there are few research on rural drinking water sources and the research objects are mostly decentralized drinking water sources.The research objects are often specific water sources or single types,and there are very few studies on the environmental management of centralized drinking water sources in the entire district,county,township and township.Township-level governments rarely have staff with expertise in environmental management,and environmental management of township water sources is mainly at the district and county levels.Based on the stability theory of ecology,combined with public management theories such as collaborative governance,this study takes the environmental management of centralized drinking water sources in composite townships as the research object,which is innovative.The shortcomings of this paper are: in this study,the relevant data of Beibei District water source area may be missing due to frequent personnel changes,plus unit decoration,and the data may be missing after several transfers;The author’s own level is limited,and the analysis of some phenomena and problems is not in-depth enough. |
