Research On Legal Guarantee For The Safety Of Rural Centralized Drinking Water Sources In Gan Su Province

Water is the source of life,the first of all things,and one of the most important material resources indispensable for human survival and development.In recent years,various drinking water pollution incidents have occurred frequently,drinking water safety of residents has been seriously affected,and the right to life and health are constantly threatened.The 18 th National Congress of the Communist Party of China included the construction of ecological civilization into the five-in-one overall layout for the first time.The 19 th National Congress of the Communist Party of China first proposed a "village revitalization strategy".Gansu Province has a large population.Due to its geographical location and human factors,rainfall is scarce and available water resources are severely scarce.The 14 th Five-Year Plan of Gansu Province clearly puts forward the "Drinking Water Safety Support Plan".The plan does not clearly stipulate the legislation and legal system related to drinking water safety for residents in rural areas.The prospects for ensuring the safety of centralized drinking water sources in rural areas in Gansu Province are not acceptable.optimism.Therefore,how to effectively improve the relevant legislation and establish and improve the relevant drinking water safety guarantee system in Gansu Province is of great significance to the vast rural residents.The article first explains the background of the topic,the significance of the topic and the innovation of the article,and analyzes the opinions of domestic experts and scholars to clarify the current state of academic research.Secondly,through combing the related concepts of centralized drinking water sources,clarify the difference between centralized drinking water supply and decentralized drinking water supply.At the same time,starting from the legal basic theories and ecological basic theories,combined with the current situation of rural centralized drinking water source safety in Gansu Province,the analysis shows that there are three main problems in the legal protection of rural centralized drinking water source safety in Gansu Province.: First,it is greatly influenced by the traditional urban-centrism legislative concept and does not consider the actual situation in the countryside.There are many loopholes in the monitoring of rural drinking water and the monitoring of the urban drinking water system.The second aspect is that the relevant legislation is not sound.The main legislation is the "Regulations on the Management of Rural Drinking Water Supply in Gansu Province".The legislation is relatively rough and does not take into account the living habits of residents in ethnic minority areas and does not have strong practicality.In the third aspect,the relevant legal system is not perfect,mainly manifested in several aspects: water source protection area system,water source emergency warning system,water source ecological compensation system,water quality coordinated monitoring system,and water source protection public participation system.In response to the above three problems,the article clearly puts forward three targeted solutions,hoping to have a positive effect on the security of rural centralized drinking water sources in Gansu Province.
