Water is the foundation of life,production,and ecology.Protecting water is vital for maintaining productivity,and ensuring the safety of drinking water sources is crucial for public health.Efforts to protect drinking water sources are essential for present and future generations.However,with the increasing development of industrial and agricultural production,harmful substances such as sewage and waste gas are increasingly threatening the safety of drinking water.To address this issue,the government has issued a series of national standards,policy documents,and industry norms for the management of drinking water sources,and each region has strengthened its management based on its unique situation.As a “small economical with a large ecological province”,Qinghai Province has adhered to the developmental notion of “lucid waters and lush mountains are invaluable assets”,vigorously carries out environmental management and protection of centralized drinking water sources in Xining City.It has clearly defined the responsibilities for local water source management,adopts a problem-oriented approach,continuously improves relevant systems,explores effective models and long-term management mechanisms for water source protection,and demonstrates the effectiveness of comprehensive governance.Through literature research,field survey and satisfaction survey,there are still issues that need to be addressed,such as a lack of coordination among multiple departments,insufficient public participation,low professional levels of management personnel,incomplete management systems,an inability to effectively prevent environmental violations in drinking water source areas,arbitrary changes to water source locations,irregular zoning of protected areas,inadequate prevention of emergency incidents,relatively weak water quality monitoring capabilities,and a lag in the development of advanced technology.In summary,these issues are caused by the lack of effective coordination among multiple departments,inadequate public participation,incomplete publicity and education systems,limited systematic training and field research,incomplete talent introduction mechanisms,non-conformance of system development to practical needs,low level of public emergency management,failure to meet water quality monitoring standards and insufficient funding.According to the “multi-governance theory” and “public crisis management theory”,comprehensive use of administrative and social forces are necessary to solve public problems in multiple ways and to emphasize prevention in public emergency management.Therefore,it is crucial to establish “the leading group of drinking water source management in Xining City” to coordinate the efforts of various stakeholders including the government,enterprises,and social organizations.This would involve strengthening personnel training,introducing professional talents,conducting research,developing science and technology,enhancing emergency response capabilities for environmental incidents,improving water quality monitoring capabilities,increasing investment,and continuously improving the management system and optimizing management measures.All of these efforts will contribute to constructing a suitable management system and mechanism for centralized drinking water sources in Xining City,thus ensuring the safety of drinking water for the city’s residents and improving the living environment and quality of life.
