Since the "double carbon" goal was put forward,the National Energy Administration has carried out special research on carbon peaking and carbon neutrality,prepared the "14th Five Year Plan" Science and Technology Innovation Plan in the Energy Field,and issued the "Plan" in December 2021,which proposed to actively and steadily promote carbon peaking and carbon neutrality during the "14th Five Year Plan".Actively and steadily promoting carbon peak carbon neutrality is the internal requirement of China’s transformation from a populous country to an economic power and from an industrialized country to a modern country.It is China’s plan to lead the reform of the global climate governance system and promote the construction of a community with a shared future for mankind.In the process of achieving carbon peaking and carbon neutrality in China,how to adjust the energy system and how to operate the carbon market are major issues in the energy field.During the "14th Five Year Plan" period,the National Energy Administration will carry out relevant pilot work to explore the establishment of a carbon peak carbon neutrality "1+N" policy system and implementation path.On the road to carbon peak,the energy industry is also continuously striving.During the 14 th Five Year Plan period,the National Energy Administration will carry out national energy infrastructure construction,low-carbon energy use demonstration,and promote advanced energy-saving and low-carbon technologies,products,and models;Guide local governments and enterprises to carry out energy consumption "dual control" assessment,energy conservation supervision,and other work;Promote total energy consumption management,energy structure adjustment,and innovation in energy conservation and emission reduction technologies,and improve the carbon emission trading system.In addition,we will strengthen the dual control of energy consumption intensity and total amount,and implement the dual control assessment of energy consumption total amount and intensity.The task of reducing carbon emissions in China is arduous and deserves the attention of every industry,especially high carbon emitting industries such as metallurgy,petroleum,and construction,which have a significant impact on China’s total carbon emissions.The carbon trading pilot policy,as a market-driven carbon reduction policy,can effectively mitigate climate change and reduce carbon dioxide emissions.To achieve sustainable development of high carbon emission industries,not only economic benefits but also environmental benefits should be considered.This article mainly establishes a research framework for evaluating the implementation effect of pilot policies for carbon emission trading in the construction industry from the perspectives of both environment and the economy.Firstly,the relevant theories of carbon emission trading were reviewed,mainly using the "Porter Hypothesis" and sustainable development theory to support the necessity of studying the implementation effect of carbon trading pilot policies in the construction industry from the dual perspectives of the environment and economy;Secondly,by reviewing the current research status both domestically and internationally,it was found that there is a lack of research on the implementation effectiveness of the pilot policies for carbon emissions trading in the industry;Then,design the research in this article,construct DID models to evaluate the environmental and economic effects of the construction business,and use the IPCC carbon emission accounting method to count the carbon dioxide emissions of the regional construction business;Finally,the benchmark regression and robustness test are conducted through stata16 software.The research results show that the implementation of the pilot policy of carbon emission trading will significantly reduce the direct carbon emissions of the construction industry,have no significant impact on the indirect carbon emissions,and reduce the direct carbon emissions of the treatment group by about 39.34%compared with the control group,and the robustness test results show that still robust.The implementation of the policy has prominently promoted the economic development of the construction industry,making the added value of the construction industry in the pilot area about 12.04% higher than that in the non pilot area,and the robustness test results show that the outcome are still set up. |
