| Structures and utilities within the right-of-way of highways refer to the construction projects of structures or public facilities within highways,highway land range or highway construction control area.With the rapid development of the highway transportation industry,a large number of structures and utilities within the right-of-way of highways have emerged,which has many impacts on the safe operation of existing traffic.However,most of the current specifications and standards of structures and utilities within the right-of-way of highways lack a systematic evaluation system,which leads to poor evaluability of the impacts of structures and utilities within the right-of-way of highways on the safe operation of existing traffic,increasing the hazards of traffic safety.It is necessary to establish the index system and evaluation model for the impacts of structures and utilities within the right-of-way of highways on the safe operation of existing traffic.Therefore,this paper conducts relevant specific study.The main study contents and results are as follows :(1)In this paper,two kinds of representative structures and utilities within the right-of-way of highways(pipeline under-passing structures and utilities within the right-of-way of highways and the structures and utilities within the right-of-way of intelligent expressway)are taken as the main research objects.The study of evaluation on the impacts of structures and utilities within the right-of-way on the safe operation of existing traffic is carried out,and the index system and evaluation model of the impacts of structures and utilities within the right-of-way on the safe operation of existing traffic are constructed,the treatment strategies and safeguard measures of the indexes are proposed.At the same time,the index system of the impacts of the structures and utilities within the right-of-way of intelligent expressway on the safe operation of existing traffic is the innovative achievement of this paper,which fills the deficiency of the study on the impacts of the structures and utilities within the right-of-way of intelligent expressway on the safe operation of existing traffic.(2)Relying on the natural gas pipeline under-passing Rongwu expressway and the structures and utilities within the right-of-way of Jingxiong intelligent expressway,the comprehensive weight of the impact indexes is calculated,the weight of indexes in the actual engineering case is obtained.The design index weight(0.4720)is the largest in the first-level indexes of the project of the natural gas pipeline under-passing the Rongwu expressway project,and the five indexes in the second-level indexes(pier and subgrade structure safety,setting protection casing,oil and gas pipeline manhole design,night or adverse weather construction auxiliary facilities and construction methods)have larger weights.The weight values are : 0.105,0.271,0.070,0.081,0.073.Among the first-level indexes of the structures and utilities within the right-of-way of Jingxiong intelligent expressway,the weight of the bad connection index(0.232)of the toll system is the largest,and the three indexes in the second-level indexes(less manual toll lanes,monitoring stations invading existing highway land and wireless communication equipment intrusion)have a larger weight.The weight values are :0.232,0.143,0.168.(3)By using the extension matter-element method and fuzzy comprehensive method,the evaluation results of the impacts of structures and utilities within the right-of-way on the safe operation of existing traffic are calculated.By using the extension matter-element method,the eigenvalue of the evaluation level of the impacts of the natural gas pipeline under-passing expressway on the safe operation of existing traffic is 2.2182,and the evaluation level is 2(80-90).The eigenvalue of the evaluation level of the impacts of the structures and utilities within the right-of-way of intelligent expressway on the safe operation of existing traffic is 2.178,and the evaluation level is 2(80-90).Using the fuzzy comprehensive method,the evaluation result of the impacts of the natural gas pipeline under-passing expressway on the safe operation of existing traffic is83.52.It is concluded that the evaluation result of the impacts of the structures and utilities within the right-of-way of intelligent expressway on the safe operation of existing traffic is81.32.Through comparative verification,it is found that the evaluation grades of the extension matter-element method and the fuzzy comprehensive method in the evaluation model are consistent.It shows that the model can evaluate the impacts of the structures and utilities within the right-of-way of highways on the safe operation of existing traffic,and the results are reliable. |
