Research On Low-Carbon Traffic Evaluation Index System In Xi’an

Due to the global warming which caused many disasters especially will pose a threat tothe survival of mankind. People have launched a lot of observation and research, the resultshows that these phenomenon which caused by the increase of the carbon dioxideconcentration in the air. The international union have to hold meetings to formulate thepolicies to restrain the emission of the Greenhouse gases in the case of the fast rate of thecarbon emissions in the recent years. The United Nations headquarters in New York passedthe ‘The United Nations framework convention on climate change’ in1992.‘The Kyotoprotocol’ firstly raised that the emissions of the carbon dioxide must be controlled. Membersfrom149countries and regions signed it. In2003,‘Low carbon economy’ was firstly putforward in the Energy white paper ‘Our future’s energy: Create the low carbon economy’ bythe UK. The United Nations Climate Change Conference that was hold in Copenhagen in2009had made the countries from all over the world unify the same goal. All of them haveintroduced different planning and constructed ‘The low carbon cities’. Our government alsoformulated and announced the plan of ‘Low carbon economy’. With the high development ofeconomy and the amount of motor vehicles, the transportation industry developed very fast.As one of three big energy consumption areas, it surely caused high amount of the carbondioxide emissions. So, the low carbon transport must be imperative. Though many cites inChina began to build the low carbon transport system, how about the effect and degree ofdevelopment after a periods? The evaluation system must be built to exam. So, building theevaluation index system of low carbon transport is one of the most important part of above.But less scholars research that not only in domestic but foreign. This paper,based on thetopic, studies the low carbon transport evaluation system in Xi’an in combination withXi’an’s situation.The paper begins with the background and significance of the low carbon transportevaluation system. It expounds the research statues both at home and abroad and put forwardthe contents and methods of the paper. By in-depth interpretation of the low carbon transportevaluation’s theory and concept, it put forward the evaluation procedure of low carbon transport in Xi’an. The paper constructs principles and chooses the appropriate structural formbase on the evaluation indicators. Firstly, create the target layer,criterion layer, and indexlayer by AHP, and select the twenty evaluation index from infrastructure, travel, energyconsumption, pollution and management level by frequency statistics. Every index isintroduced in detail. Secondly, set up the evaluation model and expound the operation steps ofevaluation in detail. Use AHP and Delphi method to determine the weight of each index, andWeighting method to evaluate and analysis the situation of Xi’an low carbon transport and theevaluation result. Finally confirm the feasibility of the evaluation system and make theconstructive meaning of further development of Xi’an low carbon transport.
