In today’s society,there is still a contradiction between environmental protection and economic development coexistence.How to solve this problem is the focus of social attention.With the advancement of sustainable development concept and the continuous concept of new development,different from the use of total factor productivity measure of economic growth efficiency,green total factor productivity to adapt to the current situation of the coordinated development of environment and economy,gradually replace the traditional total factor productivity,become an important indicator of sustainable development.Therefore,based on the pilot policy of ecological civilization,this paper deeply explores the impact of the policy effect of the policy on the urban green total factor productivity,which will have a long-term significance to effectively absorb the policy effect,coordinate the relationship between environmental protection and economic development,and then develop the green economy.This paper uses the panel data of 282 prefecture-level cities from 2004 to 2019,and uses the PSM-multi-point DID measurement method,to comprehensively analyze the impact and action mechanism of ecological civilization pilot policy on urban green total factor productivity.first,Green total factor productivity in each prefecture-level city using two phases of Manqustrnberg,The two-phase Manqustrnberg Productivity Index(BMLPI)in the prefecture city,And it is divided into the eastern,central and western regions for comparison;next,Using a combination of propensity score matching and multi-time-point DID methods,The direct effect of the ecological civilization pilot policy on the urban green total factor productivity is tested,Introduction of technological innovation and financial innovation as intermediary variables into the model,To study the impact of ecological civilization pilot policy on technological innovation and financial innovation as the intermediary on green total factor productivity;last,According to the reality,The heterogeneity analysis is conducted in three aspects of green total factor decomposition,region and administrative grade.Based on the above analysis,the following conclusions can be drawn: 1.There are obvious differences in green total factor productivity among different regions.The central region absorbs more policy effects of ecological civilization pilot,and its green total factor productivity is higher than that of eastern and western regions.2.Ecological civilization pilot policy can effectively improve urban green total factor productivity,with a direct effect of 0.02 statistically;In addition,the ecological civilization pilot policy can improve green total factor productivity through technological innovation,financial innovation and their linkage effect,and the indirect effect is 0.041,0.002 and 0.246,respectively.3.Heterogeneity analysis shows that among the decomposition factors of green total factor productivity,pilot policy has a more significant impact on technological progress than technological efficiency,with a technological progress effect of 0.017 and technical efficiency of 0.002.In the cities divided into two categories by administrative level,the effect of policy on ordinary prefecture-level cities is more obvious than that of sub-provincial cities.In addition,cities in the central region are more affected by policies than cities in the eastern and western regions,with an effect of 0.024 in the central region,0.02 in the eastern and 0.01 in the western region. |
