Municipal solid waste is the by-product of rapid economic development,rapid population growth and rapid urbanization.By the end of 2020,the permanent resident population of Beijing had reached 21.893 million.With the expansion of the city and the growth of population,the output of solid waste has increased rapidly.In the past40 years,the MSW removal and transportation volume in Beijing has increased significantly from 1.04 million tons in 1978 to 10.112 million tons in 2019,and phenomena such as "garbage siege" have occurred frequently.In order to deal with the increasingly serious problem of urban waste management,Beijing started the trial implementation of waste classification policy in 2008,trying to deal with the increasing pressure of waste management through source separation.However,due to the backward treatment facilities and weak residents’ awareness,the pilot work failed to achieve ideal results.This forced Beijing municipal authorities to accelerate the sustainable management of municipal solid waste and promote the recycling of waste.At present,the problems existing in Beijing’s solid waste management need to be considered and improved based on the whole process of MSW management.This thesis combed the literature in the field of waste management,combined with several rounds of discussion and screening by experts,12 barriers affecting the successful implementation of sustainable waste management in Beijing were identified and divided into five categories related to government,waste collection and transportation,residents,comprehensive waste management mechanism and waste recycling.Based on the Decision-making Trial and Evaluation Laboratory and classic Interpretative Structural Modeling method,a new integrated DEMATEL-MMDE-ISM model was constructed,which avoids the subjective defect of the traditional DEMATEL/ISM model.Based on the new model,the complex and fuzzy relationship between barriers was filtered and screened,the complex system is simplified,and a hierarchical structure model affecting the implementation of sustainable waste management was constructed,the 12 barriers were divided into five levels,and further combined with Cross-Impact Matrix Multiplication(MICMAC)method to analyze the types of barriers.Thus,the key barrier and path of the barrier affecting sustainable waste management were identified.Through empirical research,it is found that: first,the lack of financial support,imperfect relevant laws and regulations,the failure of government and public media publicity,and the low degree of residents’ participation are the deep barriers affecting sustainable waste management.Second,poor management of informal collection,imperfect comprehensive waste management mechanism and inefficient operation of waste management facilities are the results of other deep barriers on the surface.Third,the relationship between the rapid growth of waste and other barriers is weak,but the measures aimed at it can effectively promote the implementation of sustainable waste management.Fourth,the lack of corresponding financial support leads to the failure of government public media publicity to a certain extent,affecting the participation of residents in waste classification,resulting in the poor operation of waste management facilities and hindering the successful implementation of sustainable waste management.Based on the analysis results of the importance of barriers and their influence relationship,combined with the advanced management experience of cities with successful sustainable waste management at home and abroad,policy suggestions for the successful implementation of sustainable waste management in Beijing were put forward in this thesis.In order to ensure that there are laws available,we need to improve the laws,regulations and rules in the field of waste management,and strengthen the implementation of corresponding laws and regulations.To promote the localization process of corresponding waste management equipment and technology by ensuring sufficient financial support and giving more policy incentives to relevant industries.Strengthen the cooperation between the government and enterprises in waste management,gradually weaken the public service attribute of waste management and strengthen its commercial profit behavior attribute,so as to promote sustainable waste management.In order to encourage residents to participate more in waste classification,the publicity and supervision of waste classification should be strengthened.Promote the joint governance of waste recycling market and standardize the management of recycling market.
