| The carbon trading market mechanism is a new system to control and reduce greenhouse gas emissions through the market mechanism,and it is also an important policy tool to achieve the dual-carbon target.Carbon trading trials in eight locations in China began in 2013.On December 19th2017,the national unified carbon trading market was announced to be established,and the power generation industry was the primary industry to be included in the national unified carbon market.After nearly four years of preparation,the national carbon market started online trading on July 16th2021.The"14thFive-Year Plan"period is a crunch time to achieve the dual carbon goals,and it is urgent to establish and improve the government supervision mechanism of the carbon market.As a pilot province of non-carbon trading,Jiangxi province needs to seize opportunities to accelerate its integration into the national unified carbon market.Under the current framework of climate change policy and mechanism,the government needs to give full play to the role of“tangible hand”,through the implementation of strong supervision,to effectively prevent the occurrence of risks,maintain market stability,and enhance market confidence.Gives full play to the function of the market mechanism,and promote the comprehensive transformation of the industrial structure to green and low-carbon,making Jiangxi to achieve a win-win situation in ecological environmental protection and economic benefits.Therefore,it is of great practical significance and research value to carry out government supervision of carbon market in Jiangxi Province.This thesis analyzes the current situation and existing problems of government supervision in Jiangxi Province,and proposes suggestions for improving the government supervision of the carbon market in Jiangxi Province based on the experience and enlightenment of the EU and domestic carbon trading pilot provinces.First of all,this thesis analyzes the core concepts and basic theories of the carbon trading market,and the types of trading products,and lays a solid theoretical foundation for the full statement.Secondly,this thesis introduces the situation of Jiangxi province’s participation in the national unified carbon market trading.The current situation of government supervision of carbon market in our province is summarized in detail from five aspects:management and working mechanism,establishing legal system,improving the quality of enterprise carbon emission data,and improving the ability of competent departments and enterprises to participate in the carbon market.And put forward the lack of formulation of the upper law,data falsification,"rent-seeking"behavior in third-party bidding,the obstructed communication between multi-department supervision,the imperfect quota allocation,the settlement system,and carbon emission information disclosure system.By analyzing the causes,it is mainly restricted by the lack of experience of the grassroots government in participating in the carbon market,the weak law enforcement force of the competent government departments,and the lack of carbon asset management ability of key enterprises.Thirdly,this thesis analyzes the current situation and experience of the government supervision mechanism of the EU carbon market and the domestic carbon trading pilot market,and summarizes the enlightenment for the government supervision of the carbon market in our province.Due to the current carbon trading market in China is a dual-track parallel whish is carbon trading trials market and a national unified carbon trading market,this thesis will introduced transactions of these two carbon markets.The results of the domestic carbon trading pilot market analysis demonstrates that:(1)Each pilot local government has formulated relevant policy documents for the carbon trading pilot work in each region,and has formed a relatively comprehensive carbon trading policy and regulation system;(2)Each pilot carbon market has established a relatively complete composition of transaction elements;(3)Each pilot carbon market has a relatively clear division of labor between government supervision departments.Finally,in order to give full play to the decisive role of the market in resource allocation and the forcing role of energy conservation,emission reduction and carbon reduction.Through summarizing the problems and restriction factors of the supervision mechanism of carbon market in our province.This thesis gives the countermeasures and suggestions for constructing the government supervision system of carbon market in Jiangxi from four aspects:Firstly,improve the government legal supervision system of the carbon market in our province,legislation comes first,to build the foundation and basis for the supervision work;Second,to improve the supervision of each transaction subject,to clarify the responsibilities of the primary market,the secondary market,trading institutions,third-party verification institutions and other entities,improve the MRV system;thirdly,with the increase of the national unified carbon market into the industry,it is necessary to effectively connect the provincial carbon market and the national unified carbon market,open up the information channel between our province and the whole country,strengthen the active guidance of key enterprises in our province,and alleviate the anxiety of key enterprises in fulfilling the contract.Give enterprises more choices and less process;finally,establish a multi-department collaborative supervision mechanism,strengthen the collaborative processing of"pollution reduction and the carbon reduction",and optimize the establishment of regulatory agencies and the division of responsibilities,give full play to professional expertise,form complementary advantages,maximize the initiative of supervision,and achieve optimal supervision efficiency.In this way,realize the construction of carbon market in Jiangxi Province,which is well-known in the country,has a position in the middle region,and has a benchmark in Jiangxi. |
