| Under the background of the transformation of economic development mode and the promotion of high-quality and sustainable economic development,how to coordinate the relationship between ecological environmental protection and economic growth,improve environmental quality,and meet the people’s increasing demand for beautiful ecological environment is an urgent problem to be solved on the road of environmental governance in China.The experience of developed countries shows that pollutant discharge permit system,which is one of the command-and-control environmental regulation policies,plays a crucial role in controlling the discharge of point source pollutants.China began to implement the emission permit system in the 1980 s,and started comprehensive reform of the system in 2017,it stipulated one enterprise has one license,emphasizing the core role of enterprises in the control of pollution discharge,so as to standardize the discharge behavior of enterprises.Therefore,whether the emission permit system,a highly innovative environmental protection policy,can truly reduce the pollution emissions of enterprises,the answer to this question is not only the basis for the government to formulate policies,but also the focus of public concern.Based on the above background,this paper uses the pollutant discharge data of enterprise supervision monitoring from 2011 to 2021,brings the economic growth target and the government’s emphasis on the environment into the research category and explores the emission reduction effect of emission permit system.The research shows that,(1)The comprehensive implementation and reform of pollutant discharge permit system can effectively reduce the discharge of enterprise pollution.The main target of the reform of the pollution discharge license system is improving the environment quality,implementing the enterprise a certificate,and classified management of enterprises in stages,strengthening the responsibility of the enterprise and the supervision of enterprises after certification and penalties,political and regulatory pressure from the government and regulators will prompt companies control their own emissions.(2)Enterprises in different industries are affected differently by the emission permit system.Pollution emissions from industries that cause heavy water pollution,such as textiles,have dropped significantly;while industries with less emissions,such as computer,communications and other electronic equipment manufacturing,have not been significantly affected.(3)The effect of the policy on reducing pollution emissions of enterprises in areas with higher economic growth targets is not as good as that in areas with lower economic growth targets;The more strict the environmental regulations are in a region,the more obvious the effect of the implementation of the emission permit system on reducing the pollution discharge of enterprises is;In the areas with low economic growth target and strict environmental regulation,the implementation of emission permit system has obvious emission reduction effect. |
