Analysis And Perfection Of Status Quo Regarding China's Pollutant Discharge Permit System

Viewing subjectively, under the guidelines of scientific development perspective, it needs pollutant discharging Permit System to form an energy saving and emission reduction, environmentally friendly society. To speak objectively, we are compelled to pay high attention to pollutant discharging Permit System by pressure from abroad and domestic due to climate changes.Starting from legal history of pollutant discharging license regulation, the paper brings the existing law problems through legal research firstly. Secondly, it discloses the problems and its causes existed during the practice of pollutant discharging Permit System through analysis of typical local cases. And then it adopts relative regulations selectively through the introduction and comment of American pollutant discharging license regulation. Finally, based on the above analysis of problems, causes and American regulations, it makes an outlook of China's pollutant discharging Permit System from the aspects of legislation, scope of license, procedure construction, supervise after licenced and accountability system and so on.
