With the continuous expansion of human economic activities, greenhouse gas emissions, mainly carbon dioxide, are also increasing, leading to global climate change and environmental problems. As the traditional development model of high pollution, high energy consumption and high emissions is unsustainable, and people’s requirements for the living environment are constantly improving,China’s development model needs to be transformed, that is,to a green,low-carbon and high-quality development model. In this transformation process, green technology innovation plays a crucial role and is of great significance to China’s future economic development, and carbon emission efficiency takes into account the impact of carbon emissions on economic growth, which is more suitable to measure the level of economic growth under carbon emission constraints.Carbon emission efficiency can be divided into single factor indicators and all factor indicators.Single factor carbon emission efficiency refers to the ratio between carbon dioxide emissions and some economic variables, but because such indicators do not take into account the substitution between factors when multi factors are jointly invested in the actual production process, they have some limitations. In contrast, total factor carbon emission efficiency considers a variety of input and output factors involved in the production process, which can better reflect the actual production situation,so it has more research value and practical significance. Therefore, based on the provincial panel data of China from 2005 to 2019,this paper uses the super efficiency SBM model based on unexpected output and Malmquist Luenberger index to calculate the total factor carbon emission efficiency of provincial regions in China from 2005 to 2019,and puts forward a series of research hypotheses by analyzing the mechanism and heterogeneity mechanism of green technology innovation affecting regional total factor carbon emission efficiency. After processing the provincial green patent data,it is used as the representative data of green technology innovation, and the individual fixed effect model is used to empirically test the impact of green technology innovation on the efficiency of total factor carbon emissions in provincial regions of China. At the same time, other research hypotheses are tested. The results show that green technology innovation has significantly improved the efficiency of total factor carbon emissions in provincial regions of China, and this conclusion is still valid after a series of robustness tests.Through the analysis of its internal mechanism,it is found that green technology innovation can improve the efficiency of regional total factor carbon emissions by reducing regional energy intensity.Heterogeneity analysis shows that green technology innovation only significantly promotes the efficiency of regional total factor carbon emissions in the eastern and western regions, but not in the central and northeast regions. In addition,in economically developed areas, green technology innovation significantly promotes the efficiency of regional total factor carbon emissions, but not in economically underdeveloped areas.Based on these empirical test results, the following policy suggestions are put forward:continue to increase investment in green technology innovation and improve the green technology innovation system;Actively explore various ways to give full play to the intermediary effect of energy intensity in the process of green technology innovation affecting regional carbon emission efficiency;By taking advantage of the heterogeneous characteristics of green technology innovation,we can maximize its effect.
