Green development is not only an important part of Xi Jinping’s thought on ecological civilization,but also the core factor and inherent requirement of high-quality national economic and social development.New infrastructure is an important support for building a modern infrastructure system.In the context of the carbon peaking and carbon neutrality goals,new infrastructure and green development are an important part of implementing the new development concept in a complete,accurate and comprehensive way to help realize the carbon peaking and carbon neutrality goals.Green development is the meaning of new infrastructure,which is an important carrier to promote green development.New infrastructure and green development complement each other and are closely related.Therefore,it is of great significance to analyze the coupling and coordination between new infrastructure and green development.Through literature analysis,the concept of new infrastructure and green development and the mechanism of their coupling and coordination are clarified in this paper.Based on the idea of "coupling coordination model construction-measure of coupling coordination level-spatio-temporal evolution of coupling coordination-influencing factors of coupling coordination",the coupling coordination level of new infrastructure and green development at the county scale of Anhui Province during2014-2020 was measured based on the coupling coordination degree model,and the spatio-temporal evolution analysis was carried out.Focus on spatially correlated features;Finally,the spatial econometric model is used to empirically analyze the factors affecting the coupling coordination level of the two,and some suggestions are put forward to promote the overall coordinated development.The results showed as follows: 1)At the county level in Anhui Province,the regional coupling coordination level showed a stable development trend,but the regional differences also increased year by year.By the end of the study,the coordinated development level of the core area of Hefei metropolitan area,Wanjiang city belt along the southern side of the Yangtze River to the east and the central and western parts of the Northern Anhui city cluster was relatively high,while the coordinated development level of the southern part of Wanjiang city belt was not good.Specifically,among the three subsystems of new infrastructure and green development coupling coordination degree,the information infrastructure and green development coupling coordination level is high,and the distribution is more balanced in Hefei metropolitan area and Northern Anhui city cluster.The coupling coordination level of converged infrastructure and green development shows a trend of linear and planar development.The coupling coordination level of innovation infrastructure and green development is higher in Hefei metropolitan area,Northern Anhui city cluster and east Wanjiang city belt.From the perspective of spatial correlation characteristics,the coupling coordination level of new infrastructure and green development has a significant spatial positive correlation,and an obvious high-value agglomeration area in the core area of Hefei metropolitan area and a low-value agglomeration area in the southern end of Wanjiang urban belt are formed.The high-value agglomeration and low-value collapse phenomenon are distinct.2)The spatial Dubin model shows that the spatial lag terms of the coordination degree of converged infrastructure and green development do not have spatial spillover effect,and the other spatial lag terms of the coupling coordination degree have positive spatial spillover effect on themselves.The level of economic development and the degree of population agglomeration have a direct positive effect on the coupling and coordination between new infrastructure and its subsystems and green development.The degree of influence on the coordinated development of the three subsystems and green development is respectively innovative infrastructure>information infrastructure>converged infrastructure,environmental regulation has a direct negative effect on it.In addition,the degree of government intervention will have a certain negative impact on the region,but it will have a promoting effect on the surrounding areas.Innovation ability can directly promote the coupling coordination degree of new infrastructure,information infrastructure and green development,and has a positive spatial spillover effect on the coordination degree of innovation infrastructure and green development in the surrounding areas.Infrastructure level and urban-rural development difference not only directly have a negative impact on the coupling coordination degree of innovation infrastructure and green development in the region,but also have a negative spatial spillover effect on surrounding areas. |
