China’s pork production and consumption are among the top in the world. In recent years, pig production capacity has been affected by African swine fever and pig cycle, with a large fluctuation in production capacity.Since the 18 th National Congress of the Communist Party of China, under the new development concept, the central government has continuously issued a series of policies and regulations to address the environmental problems in animal husbandry, which put forward new requirements for the environmental protection of animal husbandry and has had a certain impact on pig production capacity.Meanwhile,in recent years, the No.1 central document has also repeatedly mentioned suggestions on building a long-term mechanism for pig industry development, stabilizing production and supply, stabilizing basic pig production capacity, and preventing production from ups and downs. With the continuous improvement of the national animal husbandry and environmental protection policy,it is of great significance to explore the impact of the animal husbandry and environmental protection policy on pig production capacity,so as to stabilize pig production capacity and promote the healthy and high-quality development of pig breeding industry. This paper analyzes the implementation background and impact mechanism of animal husbandry and environmental protection policies, and puts forward corresponding research hypotheses,as well as empirically analyzes the panel data of the Yangtze River Economic Belt and the areas along the Yellow River to test the policy impact of animal husbandry and environmental protection policies on pig production capacity in different regions. At the same time,it finds the intermediary factors of policy impact effect through the mesomeric effect model.Propose constructive policy recommendations to achieve the goal of stabilizing China’s pig production capacity under the influence of animal husbandry and environmental protection policies. The article will be divided into the following five parts: The first part discusses the research background, methods, domestic and foreign literature, etc. The second part discusses the relevant concepts and theoretical foundations. The third part uses literature analysis and relevant theoretical knowledge to analyze the background of the implementation of animal husbandry environmental protection policies,as well as the short-term and long-term effects of environmental protection policies on pig production capacity based on the Porter hypothesis, and proposes research hypotheses. The fourth part uses the Double Difference Method(DID)model to conduct empirical analysis of policy effects, testing the impact of animal husbandry and environmental protection policies on pig production capacity in the Yangtze River Economic Belt and the Yellow River region. At the same time, the mesomeric effect model is further used to analyze the intermediary factors affecting the effect of pig production policy in the Yangtze River Economic Belt and along the Yellow River under the influence of animal husbandry and environmental protection policies. The fifth part summarizes the conclusion and proposes corresponding policy recommendations for different regions. The results show that the environmental protection policy of animal husbandry has different policy effects on pig productivity in different regions.Among them,it has a significant inhibiting effect on the pig production capacity of the Yangtze River Economic Belt and a significant promoting effect on the pig production capacity of the area along the Yellow River. The reason may be the impact of the control of the two different regional policies, the stage of industrial development and the optimal layout of industries. At the same time, the robustness of the model is tested by replacing the explained variables, estimating the model and expanding the data range, and the results are still valid. Moreover, there is a certain heterogeneity in its impact mechanism. In the Yangtze River Economic Zone, the animal husbandry environmental protection policy affects its pig production capacity by affecting the breeding cost, while in the area along the Yellow River, the animal husbandry environmental protection policy affects its pig production capacity by affecting the mechanization level.Based on the above research conclusions,it is proposed that in the Yangtze River Economic Belt,we should improve the subsidy policy, strengthen support, reduce the cost of breeding, and promote moderate scale breeding; In the areas along the Yellow River,we should improve the capital investment mechanism and raise the level of aquaculture mechanization.
