| The report of the 20 th National Congress pointed out that it is necessary to implement the new development concept,focus on promoting high-quality development,and promote the construction of a new development pattern to achieve a historic leap in China’s economic strength.Under the requirements of high-quality development and coordinated development of Beijing-Tianjin-Hebei,how to realize the coordinated evolution of environment-innovation-benefit and realize green transformation and upgrading has become an urgent problem to be solved in the heavily polluting industry in Beijing-Tianjin-Hebei.Therefore,this paper first constructs the economic efficiency,resource and environmental index system of heavy polluting industries in the Beijing-Tianjin-Hebei region,measures the economic benefit index and resource environment index,and measures the decoupling elasticity index of heavy polluting industries by constructing a Tapio model,so as to clarify the development status of green transformation and upgrading of heavy polluting industries in BeijingTianjin-Hebei.On this basis,based on the theory of complex adaptive system,the theory of adaptive landscape and the principle of NK model,Ucinet network analysis software is used to analyze the literature,and combined with the questionnaire research method,the constituent elements of the green transformation and upgrading path of the heavy pollution industry in Beijing-Tianjin-Hebei are determined from the dimensions of resource environment,technological innovation and economic benefits,and the NKBP-DEMATEL MODEL is constructed to identify the complexity of each element.Matlab software is used to simulate the adaptability and adaptability landscape of the green transformation and upgrading of the heavy polluting industry in the BeijingTianjin-Hebei region under the symbiotic evolution of environment-innovation-benefit and other factors,and explore the optimal path of green transformation and upgrading of the heavy polluting industry in the Beijing-Tianjin-Hebei region,so as to provide a theoretical reference for the realization of green transformation and upgrading of the heavy polluting industry in the Beijing-Tianjin-Hebei region.Specific studies have found that:(1)By constructing a Tapio model to measure the decoupling elasticity index of heavy polluting industries in Beijing-Tianjin-Hebei,it is found that the overall heavy polluting industries in Beijing-Tianjin-Hebei are in a state of decline and decoupling,and there is still room for optimization;In terms of industries,there are large differences between heavily polluting industries in the Beijing-Tianjin-Hebei region,and there is a clear optimization trend in the decoupling status of some industries,but there is also a significant deterioration in some industries.(2)The key elements of the green transformation and upgrading system of the heavily polluted industries in Beijing,Tianjin and Hebei are determined respectively as resource utilization,environmental pollution,innovation resources,innovation output,cost input and benefit output by using Ucinet network analysis software for literature analysis and questionnaire survey.Therefore,the parameter N is defined as 6.The BPDEMATEL model was used to determine the parameters K of the correlation among the above key factors as 2,3,1,0,5 and 4.(3)Using Matlab software,calculate the fitness value corresponding to the combination of key elements,map it to three-dimensional space,and draw the adaptation landscape map of the green transformation and upgrading system of the Beijing-Tianjin-Hebei heavy pollution industry.On this basis,a local search method is selected to simulate the optimal path of green transformation and upgrading of BeijingTianjin-Hebei heavily polluting industries for one million times.According to the simulation results,the path of green transformation and upgrading of Beijing-TianjinHebei heavily polluting industries should follow the path of "cost input →environmental pollution → innovative resources → innovative output → resource utilization → benefit output".The research results provide an objective basis for relevant government management departments in the Beijing-Tianjin-Hebei region to fully understand the development status of green transformation and upgrading of heavily polluting industries,and then provide precise focus for the strategic adjustment of green transformation and upgrading of related industries and the optimization of government environmental protection policies.. |
