| The Yellow River Basin lies at the core of the "two-screen,three-belt" ecological barrier,which is of great importance to the ecological safety and the economy and society.Against the background of the national strategy to protect and develop the Yellow River Basin with high quality,While large-scale industrial development activities support the industrial growth in the Yellow River Basin.How to deal with ecological destruction is crucial.The ecological environment is the basis for the existence and development of mankind,and it is the mutual benefit of mankind to have a good ecological environment.Under this background,the proper coordination of population activities has become an important problem in the Yellow River Basin’s high quality development,Environment and Ecological Protection and Increase Ecological Efficiency.Based on Yellow River Basin,this thesis takes 78 cities in 8 provinces of Yellow River Basin between 2010 and 2019.Firstly,based on the summary of domestic and foreign related research achievements,this thesis defines the related concepts and contents of the research.Among them,the floating population is innovatively included in the research framework of ecological efficiency,and relevant theories are introduced to lay a theoretical foundation.Then,it further elaborates the mechanism of environmental regulation and floating population on ecological efficiency,analyzes the synergistic regulation effect between environmental regulation and floating population and the theoretical mechanism of spatial heterogeneity,which provides theoretical analysis and support for the empirical part of the following thesis.Then,from the perspective of pollution control,the environmental regulation index is described from pollution control and environmental quality,and the comprehensive index is obtained by the principal component analysis method.Considering the availability of data,the migration of floating population is measured by the regional population mobility rate.The ecological efficiency of the cities in the Yellow River Basin was measured by using the SBM model of non-expected output.Then,the spatial autocorrelation test was used to analyze the spatial autocorrelation of environmental regulation,floating population and ecological efficiency to determine the baseline regression model.The spatial Dubin model was used to analyze the main effect,spatial effect and spatial spillover effect of environmental regulation,floating population and their interaction terms on ecological efficiency.Finally,the spatio-temporal geographical weighted regression model is selected to empirically analyze the spatial heterogeneity of the whole and upper,middle and lower reaches of the Yellow River Basin.The conclusions are as follows:(1)Overall,environmental regulation in cities of the Yellow River Basin has not shown a positive promoting effect on eco-efficiency.At present,the overall technological innovation index in the Yellow River Basin is low,and the cost constraint effect is still greater than the innovation compensation effect.Enterprises still need to increase research and development investment to carry out technological innovation to compensate for the economic losses caused by environmental constraints.(2)Urban environmental regulations in the Yellow River Basin significantly inhibit the spatial spillover effect on the ecological efficiency of surrounding cities.When the environmental regulation of local cities is strengthened,polluting industries will migrate to neighboring cities with lower environmental regulation,resulting in the decline of ecological efficiency of neighboring cities.(3)As a whole,the floating population in the Yellow River Basin will trigger the agglomeration effect of factors,promote the improvement of innovation level to optimize the allocation of resources,promote the centralized treatment of pollution and promote green development,thus achieving the improvement of ecological efficiency.(4)The large influx of population will cause great pressure on the natural resources of the city,which will aggravate the environmental pollution of the city,and most of the waste discharged by the city will be gradually transferred to the surrounding areas,leading to the pollution problem of the surrounding areas gradually highlighted,and the ecological damage.(5)According to the spatiotemporal and geographical weighted regression model,the impacts of environmental regulation and floating population on eco-efficiency show obvious regional differences.The upstream urban environmental regulation has the greatest inhibitory effect on eco-efficiency,followed by the midstream urban environmental regulation,and the downstream urban environmental regulation has an obvious promoting effect on eco-efficiency.The positive effect of floating population on ecological efficiency was gradually weakened,and the urban area was concentrated in the middle and lower reaches.In the upper and middle reaches of cities,the interaction term between environmental regulation and floating population has a strong positive promoting effect on ecological efficiency,but there is a fast weakening trend,and the promoting effect of the city scope is also shrinking.The interaction between downstream urban environmental regulation and floating population has an obvious inhibitory effect on ecological efficiency.Therefore,based on the above conclusions,this thesis puts forward some suggestions:(1)Support enterprises in the middle and upper reaches to accelerate the improvement of technological innovation level.(2)Take multiple measures to guide enterprises to discharge pollutants reasonably.(3)Encourage enterprises to absorb excellent talents in accordance with local conditions.(4)Downstream cities should actively guide the rational flow of population.(5)Establish an environmental management cooperation mechanism between cities. |
