Research On The Optimization Of Green Development Policy In Poyang Lake National Self Created Zone Under The Background Of "Double Carbon"

In September 2020,General Secretary Xi Jinping proposed in the general debate of the75 th session of the United Nations General Assembly that "carbon dioxide emissions should strive to peak by 2030,and strive to achieve carbon neutrality by 2060"Peak carbon and carbon neutral" has become the strategic direction for low carbon transformation during the14 th Five-Year Plan period and in the long term.In order to achieve the "double carbon"goal,it is necessary to take national independent investment and low carbon development goals as a firm guide,under the systematic policy standards,political system innovation model,supported by bold practice,vigorously promote the green development of high-tech zones and the integrated role of the policy system,promote the government to form a sound and systematic green development policy,guide the social forces to participate in development,encourage public participation in carbon reduction,carbon reduction and sink enhancement activities,open up new markets,design new mechanisms and improve new standards,gradually establish energy and industrial structures as well as green production and lifestyles that can mitigate and adapt to climate change,and make significant contributions to the region’s goal of achieving peak carbon neutrality.Therefore,based on the existing theories and literature,this thesis adopts the systematic analysis method and policy tool analysis method to select the green development policies of Poyang Lake National Autonomous Region from 2019-2022,systematically analyze the main policies and contents of green development,as well as classify the green development policies into compulsory,market and social participation policy tools according to the different participating subjects of government,market and the public,and conduct an in-depth analysis of their implementation An in-depth analysis of the effects of their implementation is conducted.It is found that the implementation effects of the policies in Poyang Lake SIZ are more prominent in energy saving and emission reduction,green technology supply and green industry development.However,the green development policies of Poyang Lake SIZ also have the problems of uneven composition of policy texts,poor synergy of policy texts and uneven ratio of policy tools.For the policy development,China’s green development policy system is still under construction,relevant research has not yet mature,consistent and systematic conclusions,and the discussion on the construction of green development policy system is not yet sufficient.Therefore,this paper composes and summarizes the experience of green development policy construction in advanced national SIZs in China,draws on the existing development experience,and discusses the application to the green development of Poyang Lake National SIZ specifically.Finally,based on the problems of green development policies in Poyang Lake National SIZ,this thesis specifically discusses the path to optimize the green development policies in Poyang Lake National SIZ from the theories of ecological economy,regional innovation,policy agenda and policy tools,in order to realize the practical significance to the construction of green development policy system in Poyang Lake Self-created Zone.
