| Safety production party and government together with the responsibility system refers to the implementation of party and government leading cadres in the field of production safety production responsibility system,which means that party committees and governments at all levels have leading responsibility for the work of production safety,and members of their teams in accordance with the division of responsibility for the corresponding work of production safety responsibilities.In the past,China emphasized the responsibilities of the government in the work of production safety,while neglecting the responsibilities of the Party Committee,which has the decision-making power on major matters in local affairs,resulting in a situation where power and responsibility are not unified.The Party Central Committee has put forward the requirement of equal responsibility of the Party and the government in the field of production safety,in order to clarify the responsibilities of the Party Committee for production safety,which is also a useful exploration of the spirit of the rule of law of consistent authority and responsibility.Since 2009,the system of equal responsibility of the party and government for production safety has been explored in practice at the local level.This paper clarifies the development history of the system of equal responsibility of the party and government for production safety,sorts out the institutional origins related to production safety,clarifies the institutional connotation of equal responsibility of the party and government for production safety,and conducts a special empirical study on the system of equal responsibility of the party and government for production safety,taking city C as the research sample.The implementation of the system of equal responsibility of the party and the government for production safety in city C was assessed in four aspects,including the performance of the party committee,the performance of the government,the performance of cadres,and the mechanism for rewarding and punishing those responsible,using normative documents as the basis.The study found that the problems faced in the implementation of the system of equal responsibility of the party and government for safety production mainly include: unclear responsibilities of the party and government,lax accountability,imperfect accountability procedures,and insufficient awareness of the concept of equal responsibility.Accordingly,an optimisation path is proposed: to improve the legal system,the system of division of responsibilities,the system of recourse and accountability,the system of supervision,and the construction of the team system for the party and government share responsibility for safety production,with a view to shedding light on and helping China’s safety production work and improving the quality of the party and government share responsibility for safety production government services in China. |
