Coupling And Coordinating Analysis Of Ecosystem Service Functions And Economic Development In Key Ecological Function Areas

The national key ecological function areas present obvious characteristics of coexistence of ecological vulnerability and lagging economic development,and the rate of poor counties is as high as 70.64%,and the long-term poor and weak development status while bearing the responsibility of maintaining important national ecological functions is a key area and difficult area for China to achieve the goal of rural revitalization.Due to the special nature of key ecological function areas,the importance of coupling and coordinating ecological environment and economic development is higher than that of pure economic development goals,so it is necessary to construct a dual system of ecological-economic development evaluation index system to achieve the dual management goals for the relevant areas.Based on the clarification of the internal mechanism of ecosystem service function and economic development,this paper constructs a corresponding evaluation index system,and takes the Qinba Biodiversity Ecological Function Area,which has the largest population among the key ecological function areas,as an example,and applies the coupling coordination model to measure the coupling coordination degree of the area as a county,and identifies 46 counties in the Qinba Biodiversity Ecological Function Area according to the results as The three types of ecological function areas are: maintaining the existing pattern of development,changing the pattern of development and ecological restoration-oriented.As a bridge between the ecosystem and the economic system,this paper analyzes the development cases with the corresponding types and proposes the corresponding ecological product value realization paths.The main findings of this paper are:(i)there is a trend of degradation of ecosystem service functions in the Qinba Biodiversity Ecological Function Area;(ii)a differentiated green economic development path needs to be implemented in the Qinba Biodiversity Ecological Function Area.This paper proposes four policy recommendations:(i)to introduce a dual-index evaluation system to achieve coordinated regional development evaluation;(ii)to explore the path of realizing the value of county-specific ecological products;(iii)to give full play to the national macro-control function to transfer payments to ecological restoration areas;and(iv)to integrate residents into ecological product creation to achieve "common green and common wealth".The innovations of this paper are(1)in-depth analysis and deconstruction of the mechanism between ecosystem service function and economic development from the perspective of ecological product value realization;(2)innovative application of ecosystem service function value evaluation method to the management of coordinated regional development;(3)Innovatively divide the county types in the research area into maintaining the existing model development type,changing the model development type and focusing on ecological restoration,and put forward different development suggestions and directions according to different county types.
