The Research On Securitization Of Carbon Sink Of The Three-North Shelter Forest Program

The climate warming has became a consensus in the worldwide.A symbol of the Chinese emission system’s development,the implementation of carbon peaking and carbon neutrality goals,as well as the national carbon emission market,is evident in China.Meanwhile,plentiful environment programs in China,such as the Three-North Shelter Forest Program,are built at the cost of huge finance,goods and time.However,during high depend on government financial support,they are in a dilemma of finance and agency problems.This essay figures out the reason behind the Three-North Shelter Forest Program and other Chinese environment programs.After the feasibility analysis of carbon sink securitization of Three-North Shelter Forestation Project,I try to build the asset pool mainly based on carbon sink income,partially based on cushion fund to solve the problem.Combining the risk control and the synergy effect between industries,it would help the Three-North Shelter Forest Program get sufficient source to develop the derivative industry to gain finance support without the fiscal subsidies.
