Study On The Refined Management Of Environmental Sanitation In Gaocheng District,Shijiazhuang

With the acceleration of urbanization,higher requirements are put forward for urban management,and environmental health management in urban management is the top priority of urban management,but also an important reflection of the degree of urban civilization,which directly affects the happiness of urban residents.The outline of the 13 th Five-Year Plan also points out that the refinement of urban environmental health management is a major issue put forward according to the development of The Times and the actual needs,and it is a systematic project related to the good image of the city and the better life of the people.At present,Gaocheng District has realized the rapid growth of regional economy,and the tax revenue of the district ranks the first in the province.Gaocheng District has been awarded the comprehensive demonstration area of provincial level upgrading.The rapid economic development of Gaocheng District has put forward higher requirements for environmental health management.Since Gaocheng adopted environmental health fine management,its environmental health situation has been greatly improved.In 2021,Gaocheng District was rated as a provincial civilized city and a clean city.Therefore,under the guidance of the basic theory of urban environmental hygiene refined management,this paper summarizes and analyzes the current situation,achievements and existing problems and reasons of Gaocheng District environmental hygiene refined management,and combines the practice and domestic and foreign management experience to find solutions,to help the Gaocheng district environmental hygiene refined management level to improve.It also provides inspiration and reference for other areas to promote the fine management of urban environmental sanitation.First of all,this paper expounds the environmental health fine management theory,introduces the research background,purpose,significance and domestic and foreign research status,briefly describes the urban environmental health management,fine management concept and seamless government management theory,lean management theory to lay a theoretical foundation.Secondly,this paper summarizes the current situation of urban sanitation in Gaocheng District,Shijiazhuang City.By means of consulting data,field visits and personal interviews,this paper summarizes the practice and achievements of exquisite sanitation management in Gaocheng District.Summarize the problems in the implementation of fine management,market-oriented operation,the effect of special rectification actions,the intelligent level of urban management platform,the degree of public participation in governance and other aspects,and analyze the causes of these problems from the aspects of departmental coordination linkage mechanism,market-oriented system,supervision and assessment standards,digital platform construction support,channels for public participation in governance and so on.Finally,based on the advanced experience of some cities at home and abroad in environmental sanitation management,combined with the actual situation of Gaocheng district of Shijiazhuang City,the collaborative governance mechanism of various departments was established to construct the pattern of "big urban management".Improve the market operation mechanism,improve the level of market management;Refine the performance appraisal standard,improve the fine long-term management system;Integrate public service data resources to improve the intelligent level of urban management;To broaden the channels of mass participation and guide the public to take an active part in urban management and other specific countermeasures are put forward.
