More than 170 heads of state signed the Paris Agreement in 2016 at the UN headquarters in New York to tackle global warming and promote a green transition. To address climate change, our country also actively participated in the signing of the Paris Agreement, and in the opening year of the 14 th five-year plan,we will for the first time "Peak carbon","Carbon neutrality" as our "14th five-year plan" pollution prevention and control of an important target, written into the economic and social development of the five-year plan.In order to achieve the two-carbon target,we need the efforts of the whole party, the whole country, people of all ethnic groups and social groups,as well as the new driving force of economic and social development-the new driving force of digital economic and social development and its low energy consumption, because of its low energy consumption, the development of its industry has a certain impact on the high-emission and high-energy-consuming industries, and with the development of the times will replace high energy-consuming industries, promote low-carbon development of the region, alleviate regional pollution, thus creating a green, safe ecological environment. With the rapid development of our country’s economy, promoting the development of digital economy has become the meaning of the issue,so it is of practical significance to study the impact of the development of digital economy on regional carbon emission intensity.Firstly, because digital economy and regional carbon emission intensity are comprehensive concepts, the basic concepts of digital economy and regional carbon emission intensity are determined in this paper after consulting a large number of references, the evaluation index system is constructed from multi-dimensions,and the development of digital economy and carbon emission intensity are analyzed for different regions This paper discusses the impact of digital economy development on regional carbon emission intensity from direct and indirect impacts respectively, and tests the direct impact of digital economy development on regional carbon emission intensity through empirical tests, the conclusion is that the development of digital economy has a significant negative impact on carbon emission intensity, and the impact on carbon emission intensity of each dimension of the development of digital economy is discussed,it is concluded that the dimensions of digital economy have significant negative effects on regional carbon emission intensity except for the dimension of digital industrialization, and digital technology innovation has the greatest impact on regional carbon emission intensity After adding the intermediary variable of industrial structure, the paper uses the intermediary effect model to analyze the feasibility of the path of digital economy-industrial structure-carbon emission intensity, the development of digital economy can upgrade the industrial structure and reduce the carbon emission intensity, this paper divides our country into three regions to discuss the impact of digital economy development on regional carbon emission intensity, and draws the conclusion that the development of digital economy in Western Region has the greatest impact on regional carbon emission intensity, the possible reason is that the western region is relatively backward in terms of economic development. It has adopted traditional mode of production. The development of a digital economy can effectively drive the transformation of industries and efforts to achieve low carbon,an efficient industrial structure. The contribution of this paper mainly has three aspects: first,in order to better reflect the development level of digital economy,to construct the index system of digital economy from different dimensions, the entropy weight method is used to calculate the level of digital economy.Secondly, the panel data model and intermediary effect model are used to analyze the direct and indirect impacts of digital economy development on regional carbon emission intensity, and by adding industrial structure to the intermediary model to explore the indirect impact of the development of the digital economy on carbon emissions intensity,we found that the digital economy can help reduce carbon emissions by optimizing the industrial structure, through further heterogeneity analysis,by dividing the country into three regions, the eastern region, the central region and the Western Region, this paper empirically analyzes the impact of digital economy development on regional carbon emission intensity, and reach a conclusion.Through the study of this paper,it provides a feasible path and a brand-new perspective for the realization of the dual-carbon goal.
