Since the 21 st century,the externality and publicity of resources and environment require the government to take the initiative to assume the governance responsibility.To ensure the smooth realization of this goal,it must combine the environmental regulatory measures of the government departments.Therefore,this paper will provide guidance for the formulation and impleentation of environmental regulation policies in Zhejiang Province,which has very important theoretical value and practical significance for Zhejiang Province to successfully achieve the goal.On the basis of combing the relevant research on environmental regulation and its impact on carbon emissions at home and abroad,this paper first analyzes the policy text based on the environmental regulation documents of Zhejiang Province from1983 to 2020,and analyzes the development status and implementation effect of environmental regulation in Zhejiang Province.Then,from the perspective of each city and 31 industries,explore the mechanism of environmental regulation affecting carbon emission intensity in Zhejiang Province.In the analysis of the impact of environmental regulation on carbon emissions in 11 cities of Zhejiang Province,this paper constructs a comprehensive indicator system of environmental regulation in 11 cities from three aspects:imperative environmental regulation,incentive environmental regulation and autonomous environmental regulation.First,the improved CRITIC entropy weight combination method is used to obtain the comprehensive score of the environmental regulation level of 11 cities in Zhejiang Province.Secondly,K-means clustering method is used to cluster the provinces and analyze the development status of environmental regulation in various cities.Then the thermal map is used to analyze the spatial and temporal pattern of environmental regulation and carbon emission intensity.In the empirical analysis part,firstly,the BP neural network method is used to conduct exploratory analysis on the influencing factors of carbon emissions in 11 cities of Zhejiang Province.Then from the perspective of regional heterogeneity and regulatory type heterogeneity,the panel regression model is used to explore whether environmental regulation will have an indirect effect on carbon emissions through the four pathways described above.In terms of the analysis of the impact of environmental regulation on carbon emissions of 31 industrial sectors in Zhejiang Province,this paper constructs a comprehensive indicator system of environmental regulation of 31 industrial sectors from the treatment of major pollutants in three industrial sectors:industrial wastewater,industrial waste gas and industrial waste residue.Firstly,the improved CRITIC entropy weight combination method is used to obtain the comprehensive scores of the environmental regulation level of 31 industrial sectors in Zhejiang Province.Secondly,based on the pollution intensity score of each industry,classify each industry and analyze the development status of environmental regulation of each industry.In the empirical analysis part,firstly,the BP neural network method is used to conduct exploratory analysis on the influencing factors of the carbon emissions of 31 industrial sectors in Zhejiang Province.Then,the data based on the heterogeneity of industrial heterogeneity regulatory types are also studied along this idea.The research results are as follows:(1)The environmental regulatory tools in Zhejiang Province are characterized by rational distribution and use,and a steady increase in the frequency of use.However,there is still a problem of unreasonable distribution of regulatory tools in each stage.(2)The environmental regulation level and carbon emission intensity of 11 cities in Zhejiang Province are characterized by spatial heterogeneity.(3)It verifies the importance of the evaluation index system of urban environmental regulation and industrial environmental regulation for carbon emission intensity.(4)The direct effect of local and municipal environmental regulation has regulation type heterogeneity and local and municipal heterogeneity.The role of environmental regulation on carbon emissions in Zhejiang Province is mainly caused by imperative environmental regulation and incentive environmental regulation.(5)Industrial environmental regulation has a significant inhibitory effect on carbon emission intensity.The direct effect of industrial environmental regulation has the heterogeneity of regulation types and industrial heterogeneity.(6)The carbon emission reduction effect of industrial structure adjustment under different levels of environmental regulation in various cities of Zhejiang Province is nonlinear,but it is significantly inhibited.Based on the above conclusions,relevant policy enlightenment is obtained: adjust the application structure of environmental regulation tools,and rationally match and use environmental regulation tools;Adopt appropriate environmental regulatory intensity and methods to promote the adjustment of industrial structure and energy consumption structure;Develop differentiated environmental regulation implementation strategies to promote the coordinated development of environmental regulation and industrial structure;Optimize and improve the local government assessment mechanism,include carbon emission intensity as an important indicator in the performance evaluation mechanism of local municipal governments,and actively change the government’s governance concept. |
