Research On Environment Governance Of Centralized Drinking Water Source Areas

With the emergence of water shortages and the intensification of water pollution problems,the government and the public are paying more and more attention to water environment protection and water pollution prevention and control.Among them,the environment governance of drinking water sources areas is the most important,because it is related to the drinking water safety and health of people,and it is related to the ecological civilization construction and sustainable development of today’s society.From the perspective of public management,this paper systematically studies the environment governance of centralized drinking water sources areas through literature analysis,field investigation and case study.Meanwhile,taking the environment governance of drinking water sources areas in Beihai City as an example,this paper proposes some countermeasures and suggestions for strengthening the environment governance of centralized drinking water sources areas through analyzing the city’s environmental status of the centralized drinking water source areas and the problems existing in the environment governance processes.This paper is divided into six parts,the main contents are as follows: Chapter 1,introduction.It mainly describes the background and significance of the research on environment governance of centralized drinking water source areas.At the same time,the domestic and international development status is analyzed and compared in detail,which provides the basis and inspiration for the research.Chapter 2,related concepts and theoretical basis.It mainly sketches the concepts of drinking water source area,water environment pollution,and water pollution prevention.At the meanwhile,the theoretical basis of environment governance of drinking water sources are expounded,including public goods theory,external effect theory and multi-center governance theory.Chapter 3 introduces thebasic status of the water resources,the drinking water source areas in Beihai City and its water quality and source of pollution on the basis of field investigation.The pollution sources in the water source protection areas are mainly domestic diffused source pollution,free-range livestock and poultry pollution,and agriculture planting pollution.Chapter 4 introduces the processes and the existing problems of environment governance of drinking water source areas in Beihai City according to the situation of field research.The existing problems mainly include the following: non-standardization of water source protection areas,lack of monitoring and emergency response capabilities,poor effects on pollution remediation,slow progress in ecological restoration and inadequate environmental supervision.Chapter 5proposes some feasible countermeasures for the environment governance of centralized drinking water sources combined with the current problems existing in the environment governance of drinking water source areas in Beihai City.The countermeasures mainly include the following: scientifically setting up drinking water source protection areas,improving water quality monitoring and emergency response capabilities,focusing on controlling domestic diffused source pollution,free-range livestock and poultry pollution and agriculture planting pollution,strengthening ecological restoration and establishing effective ecological compensation mechanism,improving the environmental supervision and management capacity of water sources,and encouraging multiple entities to participate in the governance.Chapter 6,summary of the research results.It is aimed at providing some new methods and experience for the environment governance of centralized drinking water source areas and enriching the theoretical and practical knowledge of water environment protection and governance.
