| Total factor productivity is a direct embodiment of regional resources,environment and economic development,the size of the total factor productivity,can directly reflect the quality of the regional economic development,by analyzing the total factor productivity to measure the current state of economic growth,is facing the severe environment pressure under the condition of more realistic demand.Shandong Province,as a province with large economy,large industry,large population and large resources and environment in the east coastal area of China,can be seen from the economic and social development as well as resources and environment issues in the miniature of China’s development.The contradiction between resource utilization,environmental pollution and economic development is very significant.In order to better coordinate the relationship between economic development and environmental protection,it is necessary to use a scientific and reasonable total factor productivity measurement model to analyze the quality of economic growth of various industrial sectors in Shandong Province and the differences among different cities.The results can provide reference for the formulation and improvement of national environmental and economic policies.This article selects the industry of shandong province and around the city to the data from2006 to 2020,respectively,without considering the expected output and considering the expected output in both cases using the SBM model and Malmquist index model to 24 industry in shandong province and 16 cities as industrial total factor productivity and industrial calculates the total factor productivity index,The total factor productivity and total factor productivity index of the two cases are compared and analyzed.Then the double difference method is used to analyze the total factor productivity of Shandong Province and explore the main factors affecting the total factor productivity of Shandong Province.Finally,the thesis focuses on the factor analysis of the input and output factors considering the undesired output from the perspective of the industry,so as to provide beneficial suggestions for the development and optimization of the leading industries in Shandong Province.The study found that:(1)The 24 industrial industries are divided into environmental regulation sensitive industries and non-environmental regulation sensitive industries.The division is based on: The mean CO2 and SO2 emissions per unit output of 24 industrial sectors from 2006 to 2020 were ranked.Based on the ranking results,coal mining and washing industry,oil and gas mining industry,ferrous metal mining industry,paper and paper products industry,petroleum processing industry,coking industry and nuclear fuel processing industry were ranked.Eleven industries,including chemical raw materials and chemical products manufacturing,chemical fiber manufacturing,non-metallic mineral products,ferrous metal smelting and rolling processing,non-ferrous metal smelting and rolling processing,electricity and heat production and supply,are classified as environmentally sensitive industries.The other 13 industries are non-environmentally sensitive.(2)The study of industrial industries in Shandong Province,considering that the mean value of total factor productivity under the condition of non-desired output is larger than that without considering non-desired output,the range of total factor productivity is smaller,and the distribution of total factor productivity is more convergent.Non-environmental regulation sensitive industries generally have higher total factor productivity.The mean values of the total factor productivity index of each industrial bank from 2007 to 2020 were 1.033 and 1.013 respectively without considering the undesired output and considering the undesired output,indicating that the total factor productivity of each industrial industry was in an overall growth state under the two conditions.The total factor productivity index of most industries fluctuated most sharply from 2017 to 2019.The average value of total factor productivity index of environmental regulation sensitive industries is generally larger than that of non-environmental regulation sensitive industries considering and not considering undesired output.(3)For the prefecture-level cities in Shandong Province,the mean value of total factor productivity considering undesired output is larger than that without considering undesired output,the range of total factor productivity is smaller,and the distribution of total factor productivity is more convergent.The total factor productivity of channel cities is closer to the mean value of total factor productivity of prefecture-level cities in Shandong Province than that of non-channel cities.In the case of non-expected output,the distribution of total factor productivity of channel cities and non-channel cities around the mean value of prefecture-level cities is relatively uniform.The mean values of the total factor productivity index of prefecture-level cities from 2006 to 2020 were 1.046 and 1.018 respectively without considering the undesired output and considering the undesired output,indicating that the total factor productivity of prefecture-level cities was in an overall growth state under the two conditions.The total factor productivity index of prefecture-level cities fluctuated most sharply from 2017 to2019.Without considering the case of undesired output,the total factor productivity index of channel cities is generally higher than that of non-channel cities.Considering the case of undesired output,the mean value of total factor productivity index of channel cities and non-channel cities is roughly equivalent.(4)Considering and not considering the expected output in both cases,for each industry and cities as total factor productivity index,improve the promoting effect of the biggest are the TC index(change),followed by EC index(efficiency),showed the technological progress to each industry and cities as the largest contribution to the total factor productivity index and improve.(5)In the case of not considering or considering the unexpected output,the promulation of the Action Plan for Air Pollution Prevention and Control in 2013 has significantly improved the total factor productivity and green total factor productivity of all industrial industries and prefecture-level cities in Shandong Province;The promulation of the Three-year Action Plan for Blue Sky Protection in 2018 has significantly reduced the total factor productivity and green total factor productivity of all industrial industries and prefecture-level cities in Shandong Province.It shows that the appropriate intensity of environmental regulation can improve the environmental quality of Shandong Province,but also reap the "win-win" result of productivity growth;If the intensity of environmental regulation is too high,the "win-win" of improving environmental quality and increasing harvest productivity cannot be achieved.(6)By using the factor analysis,factor analysis data model,and combining the analysis of total factor productivity higher industry,finally picked 10 overall strength strong and total factor productivity higher industry as the leading industry of the shandong province should focus on support,in order to provide useful for the optimization of the dominant industry in shandong province. |
