Xi Jinping’s thought of ecological civilization is the theoretical summary of a series of new concepts and strategies formed in the practice of ecological civilization construction in the new era.It provides action guidance for China’s ecological civilization construction,mainly including the concept of ecological protection,green development,ecological benefits for the people,system integrity,strict rule of law,and collaborative governance.A resource-based city is a type of city dominated by the extraction and processing of natural resources such as minerals and forests in the region,making significant contributions to China’s economic development.However,long-term resource development has brought serious problems such as water pollution,air pollution,and soil erosion to resource-based cities,and the lack of ecological governance capacity has become a prominent dilemma that restricts urban development.Based on empirical analysis of multiple resource-based cities,there are currently deficiencies in ecological value judgment,policy implementation,coordinated governance,and collaborative governance in the ecological governance of resource-based cities.Specifically,there are issues such as unreasonable selection of ecological governance values,deviation in the implementation of ecological governance policies,weak coordination and cooperation among ecological governance entities,and low levels of ecological diversified collaborative governance.Tracing back to its roots,firstly,there is a lack of awareness of ecological civilization and green environmental protection in resource-based cities;Secondly,it is difficult to balance government performance assessment with ecological governance;Thirdly,the overall ecological governance mechanism is not yet perfect;Fourthly,there is a conflict of interest among the subjects of ecological collaborative governance.Propose solutions to the above problems from the perspective of Xi Jinping’s thought of ecological civilization: firstly,adhere to the harmonious coexistence between humans and nature;Secondly,accelerate institutional innovation and strengthen institutional execution;The third is to adhere to comprehensive planning and overall implementation of policies;The fourth is to adhere to systematic governance and take multiple measures simultaneously,continuously improving the ecological value judgment ability,policy implementation ability,coordinated governance ability,and collaborative governance ability of resource-based cities.The research on the ecological governance capacity of resource-based cities can enrich the research in the fields of ecological governance and green development of resource-based cities,and form replicable and promotable governance models for solving ecological governance problems in resource-based cities in China,achieving high-quality development. |
