| Ecological civilization is the new era in human civilization development.It embodies the essence of the time and also the heading for civilization to go forward.Having discarded all former civilizations,ecological civilization aims to promote the whole transformation of human civilization,for the sake of harmonious development among human and nature as well as society and nature.Industrial civilization has brought about rapid developmental progress of human society,but meanwhile,it has destroyed natural environment that people live in,thus triggering a series of serious ecological environmental problems.Among them,desertification of land has become the focus concerning society,economy and environment,and it has drawn the attention from the international community.Problems caused by desertification such as ecological environment deterioration,loss of land productivity,destruction of resource system,as well as economy immiserization,have become great threats people face in the twenty first century.It is called “cancer” on the earth.Desertification in Khorchin sandy land is the consequence of ecological imbalance.It resulted from ecological vulnerability and improper human activities.From 1950 s on,the process of grassland desertification has intensified,and consequently,Khorchin grassland,with fertile land for farming and water grass for animal husbandry,has become Khorchin sandy land.At present,as the first sandy land among the four in China,Khorchin sandy land has been faced with acute contradiction of economic development and environmental protection.How to resolve the conflict between the two,to get rid of ecological predicament and seek new route for coordinated development,is the arduous task that the era offers.In view of ecological civilization,this paper focuses on reflecting desertification process of Khorchin sandy land,probing its causes and seeking effective solution for ecological reconstruction.During this decisive winning period of constructing a moderately prosperous society,a study on how to combat desertification of Khorchin sandy land can protect environment,and the study also can promote the overall development of our economy and society.Therefore,the study is of great significance in constructing northern ecological safety curtain,promoting the coordinated development of all regions and realizing beautiful Chinese dream.The paper first analyses the theory of ecological civilization construction,which is based on investigation and qualitative analysis,and aims to put forward specific countermeasures for the reconstruction of Khorchin sandy land.By deeply probing into Marxism founder Marx and Engels’ ecological thoughts,the paper incorporates the theories and propositions of ecological construction from Chinese Communist Party since the foundation of China,especially the ecological progress theories by Xi Jinping in the new era,in order to construct the theoretical framework for ecological civilization construction in Khorchin sandy land.According to the thinking method of making the past serve the present,getting rid of the stale and bringing forth the fresh,the paper abundantly absorbs the ideology and ideas of ecological protection in Chinese excellent traditional culture,and probes into the ecological protection thoughts embedded in Mongolian traditional ecological culture.Based on the above,the paper mirrors successful experience in ecological governance and environmental protection from western developed countries,in order to figure out theoretical basis and effective solutions for constructing ecological civilization of Khorchin sandy land.Through field research and empirical study,the paper looks into the current status of ecological deterioration in Khorchin sandy land,analyses the complex reasons causing ecological crisis and certain predicament in carrying out ecological governance.With abundant experience of ecological environmental governance and protection both at home and abroad,the paper advocates countermeasure and suggestions for constructing ecological civilization in Khorchin sandy land,and explores effective path to realize the reconstruction work.The paper is composed of three parts: introduction,body(four chapters)and conclusion.Among them,chapter two,three and four are the body part,and chapter five is the core.Conclusion part concludes and summarizes the core thought and basic ideas of the paper.Chapter One introduces the background and significance of the study,current research status both home and abroad,literature review,basic thoughts and research methods,innovation and limitations of the study.Chapter Two includes an overview of ecological governance in Khorchin sandy land.With the description of natural status and desertification course in Khorchin sandy land,this part analyses the necessity and urgency to engage ecological governance,and explores the theoretical framework for it.In accordance with methodology principle of combining the general and the specific,universality and individuality,this part incorporates the general theory of ecological civilization construction with the specific ecological practice in Khorchin sandy land.It is established in Marxism ecological view of nature,and relies on theory and proposition of ecological civilization construction by Xi Jinping.Therefore,the theoretical basis for constructing ecological civilization of Khorchin sandy land is constructed by reasonably absorption and adaptation of ecological ideas in traditional Chinese culture and ecological wisdom in Mongolian traditional culture.Chapter Three talks about the current status of ecological governance in Khorchin sandy land,with analysis of corresponding reasons.Since the 21 th century,initial results have been gained in ecological governance of Khorchin sandy land with great importance attached by our party and state,as well as joint efforts from all sectors of society.Among the four sandy lands,it takes the lead in more rapid governance speed with less deterioration speed,and has effectively curbed the spread of desertification.But in the process of promoting ecological governance,a lot of problems arose,such as fragile ecological environment,economic centralism in economic development,imperfect laws,inadequate system,which have become the factors restricting ecological governance and environmental protection.Therefore,in order to get rid of the ecological governance dilemma,the corresponding reasons are analyzed concerning factors of nature and society in terms of ideas,legality,psychology,population,thus laying solid foundation for putting forward scientific and reasonable countermeasures and specific effective methods for ecological environmental governance.Chapter Four introduces the experience and inspiration of ecological environment protection in developed countries and regions.Western developed countries have taken the lead in stepping into industrial civilization and have already suffered from the consequences of it and were troubled with resource shortage,environmental pollution and ecological deterioration.And the lives of residents encountered severe survival crisis.After many years of ecological practice,western developed countries have gained effective measures in ecological governance and environmental protection.Meanwhile,their cumulative successful experience and typical models can be used for references and the corresponding ideology inspirations are of great importance to the ecological civilization construction in Khorchin sandy land.In Chapter Five,countermeasures are discussed for ecological restoration and protection of Khorchin sandy land.This chapter is the core of the writing.Guided by Marxism ecological civilization theory and Xi Jinping’s ideology of ecological civilization,through critically adapting ecological crisis theory in Ecological Marxism,inheriting and carrying forward ecological thoughts in traditional Chinese culture as well as ecological wisdom in Mongolian traditional culture,incorporating the experience of national and regional ecological environmental protection in developed countries,specific approaches are adopted in order to push forward the sustainable optimum reversion of the ecological situation in Khorchin sandy land.The specific approaches are as the followings: firmly establishing ecological civilization ideas,improving civilian’s ecological quality,transforming ways of economic development and business operation,perfecting administrative system,establishing a sound legal system,leading green consumption,carrying out international communication and strengthening regional cooperation and so on.Meanwhile,a beautiful landscape of blue sky,green land,fresh wind and clear water will reappear and a “win-win” road will be paved in economic development and environmental protection.Next is the conclusion part.Ecological civilization construction in Khorchin sandy land is a systematic project which is complicated and hard.It needs joint efforts,solidarity and cooperation,practice and innovation from the government,enterprises,social communities and civilians.Guided by ecological notion of respect for nature,conforming to nature
