Research On The Optimization Of Rural "Toilet Revolution" Under The Participatory Governance Mode

Promoting the "toilet revolution" is an important part of improving the rural living conditions and improving the overall level of the rural living environment.It is also a major work affecting the national economy and people’s livelihood.Its implementation effect is related to the quality of life of every citizen.For the rural toilet renovation,from the central to local government has issued a series of policies,opinions and solutions,but in the process of implementation of grassroots still exist "do","one size fits all",farmers main body in the process of transformation largely a bystander role,unable to give full play to the subjective active role.In order to reverse this kind of situation,so as to give full play to the status of farmers,construction parties,village committees and other multiple subjects,and improve the participation of citizens,it is imperative to introduce the rural "toilet revolution" under the participatory governance mode.Based on actual,on the basis of participatory governance theory,further research in the participatory governance mode "toilet revolution" connotation,have elements and operation logic,and on the basis of the literature research,through the method of using research interviews and questionnaire feedback,a comprehensive analysis of the present situation of the county toilet transformation,dilemma,causes.It is found that in the process of promoting the "toilet revolution" in X County of Shuozhou City,Shanxi Province,there are problems such as the restriction of traditional governance mode,poor awareness of subject participation,imperfect participation path and imperfect participation mechanism.Therefore,this paper combines with the excellent toilet transformation experience of other provinces in China,this paper deepens the research on the integration of the government,farmers and construction parties,and improves the ability of participatory management of local toilet transformation.Toilet revolution smoothly need multi-subject coordination,the government level should focus on strengthening scientific planning,perfecting the "sound mechanism participation mode","optimization atmosphere participation mode","strengthening consciousness participation mode","perfect the path participation mode" and so on four big participation mode,establish a complete closed management system,so that the main body in this system can give full play to their role,to "toilet revolution" task promoting power X county rural revitalization.
