Resource-based enterprises have promoted the rapid growth of China’s economy,accelerated China’s industrialization process,and occupied an important position in the construction of the national economy.However,with the development of the economy and the acceleration of industrialization,the traditional extensive growth mode of high input,high energy consumption and high pollution has caused a large amount of resource consumption and a decline in the degree of resource security,resulting in the depletion of resources and the deterioration of the ecological environment,which seriously restricts the sustainable development of China’s economy.Technological innovation is an important way for resource-based enterprises to achieve sustainable development,solve environmental problems and resource waste problems caused by the production process,and realize the transformation from resource-dependent to innovative development.Therefore,considering the environmental,economic and social benefits of enterprises,it is important to improve the innovation efficiency of resource-based enterprises.Based on the above background,scholars have carried out research on the innovation efficiency of resource-based enterprises.On the basis of theoretical analysis and literature review,based on the 20 listed Ashare ferrous metal enterprises in China’s iron and steel industry from 2015 to 2020 as the research object,this paper adopts the three-stage DEA method to evaluate the efficiency of technological innovation and achievement transformation of iron and steel enterprises,and continues to analyze the efficiency results.It explores the conditions configuration and paths that affect the innovation efficiency of resource-based enterprises at different stages,puts forward suggestions to enhance the innovation efficiency of resource-based enterprises,helps resource-based enterprises optimize resource allocation,speeds up the in-depth implementation of the innovation-driven development strategy,and promotes the deep integration of innovation chain,industrial chain,capital chain,talent chain.Through the research of this paper,the following conclusions are drawn:(1)The comprehensive technical efficiency value in the stage of technological innovation and achievement transformation does not reach DEA effectiveness.After adjustment,the comprehensive technical efficiency value(0.844)in the stage of technological innovation in 2021 is higher than the average value(0.427)in the stage of technological innovation,which indicates that the enterprise’s innovation achievements in 2021 have been transformed in a high efficiency.But it is still not as effective as DEA.(2)Environmental variables and random errors have different influences on the efficiency of technological innovation and achievement transformation.(3)After removing environmental variables and random errors,in the stage of technological innovation of enterprises,the adjusted average comprehensive technical efficiency of iron and steel industry is higher than the pre-adjustment level except in 2020,and basically presents an annual growth trend.(4)Using fs QCA method to explore the path to improve the efficiency value of enterprise technology innovation and achievement transformation stage.There are three ways to improve the combination of enterprise technology innovation efficiency,and there are also three ways to improve the combination of enterprise achievement transformation efficiency.Enterprises should proceed from their own actual situation and choose the appropriate path to promote the efficiency of technological innovation and achievement transformation.
