China is currently in the early stages of achieving the dual-carbon goal,and introduce energy-saving emission reductions in the micro-field is the key to achieving this goal.The most prominent subject in the micro-field is the public.We’ve always been recognizing that the public plays an extremely important role in the process of energy-saving emission reduction.According to the IPCC’s evaluation,about 72% of the world’s carbon dioxide emissions come from household consumption,and most of China’s carbon dioxide emissions also come from household consumption-accounting for more than 50%.But few rules can make the public reduce energy-saving emission by themselves.The carbon inclusion plays an important role in achieving energy-saving emission reductions in the micro-field.Carbon inclusion refers to a type of positive feedback by government-led,and formed by quantifying the energy-saving and emission reduction behaviors of individuals,communities,and small enterprises after policy,business,and market incentives.It has characteristics such as institutional,transactional,and diversity of subjects.The core elements of the carbon inclusion include: the carbon points exchange system,the main body(government,enterprises,the public)and the carbon inclusive certified voluntary emission reduction(PHCER)and China’s certified voluntary emission reduction(CCER)etc.This article first uses the literature analysis method to analyze the components of the Carbon inclusion mechanism,and collates the advanced experience of Carbon inclusion in some parts of the country,summarizing the results of China’s Carbon inclusion practice and the main problems it faces.At present,China has achieved something in the exploration and research on the Carbon inclusion mechanism,such as Guangdong Province,Jiangxi Province,Zhejiang Hangzhou,etc.They have received some positive feedback in local practice.However,there are still many problems in constructing a nationwide carbon inclusive mechanism,such as the low level of legislation,the poor systemic local normative legal documents,and the vague legal attributes of carbon points.then we use comparative analysis to conduct a comprehensive analysis of Japan’s “ environmental protection points system ” and the UK’s “ personal carbon trading system ”.Among them,the background and related subjects of the establishment of the Japanese environmental protection points system there are many similarities with the current construction of Carbon inclusion mechanin China,The British personal carbon trading system provides us with a place worth learning from in terms of public acceptance and government responsibilities.Through an inductive analysis of the achievements and problems of my country’s carbon inclusion,the article proposes some ways to construct a complete Carbon inclusion mechanism system,such as establishing relevant institutional foundations and building carbon points which is connected with the digital RMB system,and the leading role of our government is fully utilized.
