In recent years, the rapid development of digital economy has promoted the transformation of traditional industries to intelligence and informatization, strengthened the connection between various links of the industrial chain, improved social production efficiency and economic benefits, and profoundly changed people’s lives and economic structure. At the same time,as China’s economy enters the stage of high-quality development, the problem of environmental pollution has been further improved, but China’s carbon dioxide emissions continue to grow, endangering people’s health and quality of life still exists. As an important factor affecting carbon emissions, the impact of the digital economy on the development of carbon emissions and its transmission mechanism is worthy of our in-depth exploration. Therefore,it is of certain theoretical and practical significance to clarify the development pattern between China’s digital economy and carbon emissions, and to study the influence path and policy effects of digital economy industrial development on carbon emissions. In this paper,we first measure the development levels of digital economy and carbon emission using entropy method and carbon emission coefficient method respectively, and analyze the patterns of digital economy and carbon emission development in China and the influence relationship between them based on the measurement results.Secondly,a computable general equilibrium model is applied to verify whether the impact path of digital economy inputs on carbon emissions in China is consistent with the analysis of theoretical mechanisms from three major industrial development dimensions: digital economy infrastructure, digital economy technology application and digital economy media drive. Then, the tax relief and direct fiscal expenditure scenarios of digital economy industries are set up from the government perspective to explore the effect of digital economy development on regional carbon emissions. Finally, based on the results of the empirical study, strategic suggestions are provided for better realization of digital economy development and carbon emission reduction. The research results show that:(1)from the perspective of the development status of digital economy and carbon emission, the two have obvious temporal and spatial characteristics: in time there is a growing trend,in space there are significant regional differences, and the development status is higher in the eastern region than in the central and western regions.(2)The digital economy system and carbon emission reduction effectiveness system have obvious coupling and coordination, digital economy development has a suppressive effect on carbon emission intensity, and to a certain extent, digital economy development can effectively reduce carbon emissions.(3)From the perspective of influence paths, digital economy can effectively reduce carbon emissions through three paths of optimizing industrial structure, adjusting energy structure and improving technology level.(4)Comparing the effects of the three core industries of digital economy on carbon emission intensity, the best effect of penetration and integration of digital economy technology application and macroeconomic industries, and the best effect of energy saving and emission reduction.(5)From the viewpoint of industrial policies, although tax relief for digital economy industries and fiscal expenditure for digital economy industries can both promote economic growth, they cannot achieve effective utilization of resources because tax relief is not conducive to the adjustment of industrial structure and energy structure and other factors. In contrast, industrial fiscal spending, like industrial inputs, can achieve high-quality economic development through path optimization.Based on the above findings, this paper puts forward corresponding suggestions in terms of building core industries of digital economy, optimizing industrial structure and energy structure, promoting green technology innovation, and implementing industrial policies of digital economy,in order to provide theoretical perspectives and realistic evidence for enhancing the development of digital economy and curbing carbon emissions.
