| China’s economy has moved from an expansion-oriented planar development to a three-dimensional in-depth development with high-quality as the core,and high-quality development has become the theme of contemporary social development.Energy plays the role of material basis in the history of human development and injects inexhaustible power into economic development.Its significance is self-evident.As a result,the low-carbon transformation of energy has become an important barrier to achieve high-quality development.As the world’s largest energy consumption country,China’s energy structure is characterized by "large amount,uncleanness and insecurity".To speed up the low-carbon transition of energy consumption structure and ensure the completion of the two-carbon target on schedule,we must adopt corresponding environmental regulation measures through mandatory intervention.Theoretically,This paper analyzes the theoretical mechanism of environmental regulation on the low-carbon transition of energy consumption structure,and puts the ecological innovation effect,structural optimization effect,environmental governance effect and behavior-driven effect into the research framework to elaborate the mechanism.Empirically,this paper divides environmental regulation into three categories,includes command-control,market-incentive and public participation environmental regulation.Firstly,this study will conduct empirical research on the effects of different types of environmental regulatory tools on the low-carbon transition of energy consumption structure.Secondly,from the perspectives of regional and economic density heterogeneity,examine the differences in the effects of different environmental regulations on the low-carbon transformation of energy consumption structure.Thirdly,the multiple intermediary effect model is used to specifically analyze the path of different types of environmental regulations acting on the low-carbon transition of the energy consumption structure.Finally,using command control and public participation environmental regulations to construct a comprehensive level of environmental regulation tools,explore their synergistic effects on the low-carbon transition of energy consumption structure.The main research conclusions of this paper are as follows:(1)Command and control environmental regulation,market incentive environmental regulation and public participation environmental regulation can significantly promote the low-carbon transition of regional energy consumption structure,and the reliability of the above conclusions can be verified by relevant robustness tests;(2)The comprehensive level of environmental regulation tools is built by using command and control environmental regulation and public participation environmental regulation to explore its synergistic effect on the low-carbon transition of energy consumption structure.The research results show that the comprehensive tools of environmental regulation can have a positive synergistic effect on the low-carbon transformation of regional energy consumption structure;(3)Command and control environmental regulation and market incentive environmental regulation can affect the low-carbon transition of energy consumption structure through ecological innovation effect,structural optimization effect,environmental protection expenditure effect and behavior driving effect,and public participation environmental regulation can affect the low-carbon transition of energy consumption structure through ecological innovation effect,structural optimization effect and environmental protection expenditure effect.For different types of environmental regulations,the effects of the four effects are different;(4)Command and control environmental regulations can have a positive effect on the low-carbon transition of energy consumption structure in the eastern and central regions.Although the effect in the western region is positive,it is not statistically significant,while the effect in the northeast region is negative;Market incentive environmental regulation can promote the low-carbon transition of energy consumption structure in the eastern,central and western regions,but there are statistically insignificant problems in the central region;Public participation environmental regulation can promote the low-carbon transition of energy consumption structure in four regions,but its effect is not statistically significant in the eastern and central regions;(5)The command and control environmental regulation has a significant positive effect on the low-carbon transition of energy consumption structure in areas with high economic density,while it has a positive effect in areas with low economic density,but it is not statistically significant;The effect of public participation environmental regulation is exactly opposite to that of command and control environmental regulation;Market incentive environmental regulation has a significant promoting effect in both regions.The innovations in this thesis are as follows:(1)In theory,this paper provides the driving mechanism of environmental regulation to promote the low-carbon transition of regional energy consumption structure from the perspective of ecological innovation,structural optimization,environmental protection expenditure and behavior drive,and expands the research on the effects of environmental regulation policies;(2)In the empirical aspect,this paper constructs a low-carbon index of energy consumption structure based on the weighted multi-dimensional vector angle method to measure its green low-carbon transformation process,and expands the research on the measurement of low-carbon transformation of energy consumption structure;(3)This paper constructs three types of indicators to measure the intensity of different environmental regulation tools,and studies their impact effect and mechanism on the energy consumption structure respectively,which enriches the research on low-carbon transformation of energy consumption structure from the perspective of environmental regulation. |
